第二代支付清算系统集成项目省级实施的风险管理

【摘要】：近年来,信息技术大量应用于社会的各个方面,作为经济的加速器、润滑剂、增倍器的金融系统,其运行和发展受到信息技术的更大、更广泛的影响。为促进我国金融业的发展,中央银行从2003年起进行第一代支付清算系统的建设,向社会和金融企业提供公益性、公平性的金融信息支付平台；随着时间的推移,第一代支付清算系统性能和功能已不能适应市场和社会需求,2010年中央银行开始进行第二代支付清算系统的建设。第二代支付清算系统项目是自上而下实施的,省级支行起到承上启下的作用。项目实施过程中由于信息不全、沟通不足、风险意识缺乏等原因,产生大量的项目风险；这些风险和支付清算系统在建设和使用上的公益性和政策性、绩效评价的特殊性以及其自身的重要性,要求对省级项目实施进行风险管理。本文以项目风险理论、公共项目理论和信息系统理论为基础,研究两代支付清算系统的特点,发现项目实施过程和项目实施对象两个风险产生的维度,并基于这两个维度,采用实践调查法和定性分析法进行风险识别、分析和应对；从项目风险影响的类型入手,分类获取风险等级值,充分考虑影响项目实施的要素,保证对风险的识别的准确,掌握系统关键风险点和风险位置；通过定量分析法,获取风险权重分布,为风险管理和风险应对提供数据基础。本文研究发现管理风险是系统实施的主要和基础的风险,从基础进行风险应对,可以提高风险应对的效率,并从根本上消除和应对风险,因此需要调整造成风险的管理机制,在现有的公共管理体系架构下建立常设的风险管理机构,进行常态化风险管理,充分利用现代化的信息技术,管理资源,提高沟通效率和准确性。
[Abstract]:In recent years, information technology has been widely used in all aspects of society. As an economic accelerator, lubricant and multiplier financial system, its operation and development are greatly increased by information technology. In order to promote the development of our financial industry, the Central Bank has been carrying out the construction of the first generation payment and settlement system since 2003 to provide public welfare and fair financial information payment platform to social and financial enterprises; over time, The performance and function of the first generation payment and clearing system can no longer meet the needs of the market and society. In 2010, the central bank began to build the second generation payment and clearing system. The second generation payment and clearing system project is implemented from top to bottom, the provincial branch bank plays the role of connecting the above and the following. Due to incomplete information, insufficient communication, lack of risk consciousness and so on, a large number of project risks are produced in the implementation process of the project. The public welfare and policy in the construction and use of these risk and payment clearing systems, the particularity of performance evaluation and its own importance require the implementation of risk management in provincial projects. Based on the project risk theory, the public project theory and the information system theory, this paper studies the characteristics of the two generation payment and clearing systems, and finds out the two dimensions of the project implementation process and the project implementation object, and based on these two dimensions, Using practice investigation and qualitative analysis to identify, analyze and deal with the risk, starting with the type of project risk impact, classifying the risk grade value, fully considering the factors that affect the project implementation, ensuring the accuracy of risk identification. Grasp the key risk points and risk location of the system and obtain the risk weight distribution through quantitative analysis to provide the data basis for risk management and risk response. In this paper, we find that management risk is the main and basic risk in system implementation. Risk response from the base can improve the efficiency of risk response, and eliminate and deal with risk fundamentally. Therefore, it is necessary to adjust the management mechanism that causes the risk. Under the existing public management system, a permanent risk management organization should be established to carry out regular risk management, to make full use of modern information technology, to manage resources, and to improve communication efficiency and accuracy.
