企业绩效评估与政府绩效评估的比较研究

【摘要】:政府管理的内容丰富多样,但是政府绩效评估是改善政府管理、提高政府管理能力以及提高管理效率的重要措施,因此在某种意义上提高了国家行政的效率,增强了政府的服务能力,并且这种注重结果的执政方式,大大的改善了政府与社会公众之间的关系。 我国对政府绩效管理的重视是在改革开放后开始的,随着我国完全市场经济地位的建立,经济不断全球化,市场化,并且管理不断的民主化,致使公众对政府公共管理部门的期望值越来越高,主要体现在对政府的服务质量,办事成本以及办事效率方面。而随着社会经济的发展,我国的政府绩效改革的目标越来越受到传统的行政管理方式越的束缚,政府公共管理相关的问题越来越明显。而在改革开放后,在政府绩效评估方面,我国对政府及其领导干部的评价发生了根本性改变,并且由于改革在不断变化,公共意识的不断加强,人们对政府的绩效评估的关注度也在不断的升温。政府绩效评估在社会的发展下在不断的改革,同样的企业绩效评估更是随着社会经济的发展在不断的改进。目前,全球经济不断发展,各国之间的联系越来越紧密,相互之间的竞争也越来越激励,作为各行各业竞争最为核心的因素就是人才,不管是政府机构还是在企业中,人才的竞争才是最为核心的,如何能够通过某种工具对人进行激励,促使其发挥最大能力,这也成为世界各国学者研究的重点。而随着我国社会经济的发展,,市场市场经济体制逐步确立和完善,地方政府的政绩也就是所谓的政府绩效成为了地方综合竞争力和发展程度的重要指标。相对于企业来说,政府的管理效率是较为低下的,因此,借鉴企业高效的管理技术和制度对于改善政府部门的绩效评估是非常有必要的。并且随着公众参政意识的不断提高,政府部门的效率问题越来越受到公众的关注,基于两者之间的理论和实践异同,以及企业绩效评估的先进理念和手段及技术,有必要对两者进行比较研究。 本文从企业绩效评估和政府绩效评估的基本理论出发,着重分析了我国地方政府绩效评估的发展现状,找出目前存在的问题,并且将两者从不同方面进行比较,从而探索出对改善政府绩效评估的启示为主线,从企业绩效评估引入政府绩效评估的可行性出发,着重分析比较政府绩效评估与企业绩效评估的相通点和差异之处,从而提出与我国政府绩效评估现状相适应的有效的对策。

It strengthens the service ability of the government, and it improves the relationship between the government and the public. The importance of government performance management in China began after the reform and opening up. With the establishment of China's complete market economy status, the economy is constantly globalizing, marketization, and the continuous democratization of management. As a result, the public expectations for government public administration departments are becoming higher and higher, mainly reflected in the service quality, service cost and efficiency of the government. But with the development of social economy, The goal of the government performance reform in our country is more and more restricted by the traditional way of administration, and the problems related to the government public management are becoming more and more obvious, and after the reform and opening up, in the aspect of government performance evaluation, Our country's evaluation of the government and its leading cadres has undergone a fundamental change, and because of the constant changes in reform, the public consciousness has been constantly strengthened. People pay more and more attention to the government performance evaluation. The government performance evaluation is constantly reforming under the development of the society, and the same enterprise performance evaluation is improving with the development of the society and economy. At present, With the development of the global economy, the relationship between countries is getting closer and closer, and the competition among each other is more and more exciting. As the core factor of competition in various industries, talent is the most important factor, whether in government agencies or in enterprises. The competition of talents is the core. How to motivate people through some tools and make them exert their maximum ability has also become the focal point of scholars all over the world. And with the development of our country's society and economy, The market economy system has been gradually established and perfected, and the performance of the local government, that is, the so-called government performance, has become an important indicator of the local comprehensive competitiveness and the degree of development. Compared with the enterprises, the management efficiency of the government is relatively low. Therefore, it is necessary to use the efficient management technology and system for reference to improve the performance evaluation of government departments, and with the increasing awareness of public participation in politics, the efficiency of government departments is more and more concerned by the public. Based on the similarities and differences between the two theories and practices, as well as the advanced concepts, means and techniques of enterprise performance evaluation, it is necessary to make a comparative study of the two. Based on the basic theory of enterprise performance evaluation and government performance evaluation, this paper analyzes the current situation of local government performance evaluation in China, finds out the existing problems, and compares them from different aspects. In order to explore the inspiration for improving government performance evaluation as the main line, starting from the feasibility of introducing government performance evaluation into enterprise performance evaluation, the paper analyzes and compares the similarities and differences between government performance evaluation and enterprise performance evaluation. Therefore, the paper puts forward some effective countermeasures to suit the present situation of government performance evaluation in our country.
