济南市社区管理问题研究

【摘要】：随着我国城市建设的快速发展,社区数量急剧增加,社区矛盾逐渐尖锐。本研究通过调查各管理主体之间存在的问题,为系统的考虑社区中存在的各种问题,将他们作为一个整体,理顺他们之间的关系,整合各种社区资源,让各部门相互联系,发挥整体大于部分之和的功能,真正实现居民自治、各管理主体之间建立一种有效的沟通方式,提高小区居民幸福指数,提供理论依据和可行的政策建议。本文的研究内容主要包括以下几个方面：第一,文章从对社区、城市社区、社区管理、社区管理模式等社区管理相关概念的入手,对四个概念进行界定。第二,城市社区管理存在的问题研究。查阅与社区管理相关的大量文献资料,对社区存在的问题进行梳理,以管理主体为分类依据,将各主体存在的问题进行分类汇总,进行问卷调查,通过发放,回收调查问卷,统计分析调查问卷结果,揭示城市社区各管理主体存在的问题。并通过层次分析法,分析城市社区各管理主体存在的问题对城市社区管理整体的影响程度。第三,城市社区各管理主体存在问题的对策研究。为了提高城市社区各管理主体的服务水平,使城市社区居民真正感受到主人翁的待遇,切实提高社区居民的幸福指数,针对在问卷调查中,得到的社区居委会方面、社区业委会、各专业化服务公司、以水电气暖公共服务机构以及其他社会团体存在的问题,提出城市社区各管理主体及社区居民需要改进的对策。通过查阅相关文献,梳理与城市社区相关的各管理主体,分类总结各管理主体存在的问题,形成了系统的影响城市社区的各因素。通过AHP层次分析,得到各因素对影响城市社区管理的权重,确定了不同因素对城市社区管理产生的影响的程度。对城市社区管理产生重要影响的因素,针对性的制定改善措施,为城市社区服务水平的提高提供参考。本研究综合运用城市社会学、物业管理、统计学、公共管理等多学科知识,对城市社区进行全面的研究,有利于城市社区管理理论的完善。文章对城市社区各管理主体进行全面系统的研究,根据不同管理主体存在的问题,针对性的提出改善对策,理顺各管理主体之间的关系,整合各种社区资源,让各部门相互联系,发挥整体大于部分之和的功能,真正实现居民自治、各管理主体之间建立一种有效的沟通方式,提高城市社区管理水平,提高小区居民幸福指数。
[Abstract]:With the rapid development of urban construction in China, the number of communities has increased sharply, and the contradictions of communities have become more and more acute. Take them as a whole, straighten out their relationship, integrate all kinds of community resources, let the departments connect with each other, give play to the function that the whole is greater than the sum of the parts, and truly realize the autonomy of the residents. To establish an effective way of communication among the management bodies, to improve the happiness index of residents, to provide theoretical basis and feasible policy recommendations. The research contents of this paper mainly include the following aspects: first, the article starts with the related concepts of community management, urban community, community management, community management mode and so on, and defines four concepts. Research on the problems existing in urban community management. Referring to a large number of documents related to community management, combing the problems existing in the community, taking the main body of management as the classification basis, classifying and summarizing the existing problems of each subject, Through issuing questionnaires, collecting questionnaires and analyzing the results of the questionnaires, the problems of the management bodies in the urban communities are revealed, and the analytic hierarchy process (AHP) is used to analyze the problems. This paper analyzes the influence of the problems existing in the management subjects of the urban communities on the whole management of the urban communities. Thirdly, the countermeasures of the problems existing in the management subjects of the urban communities are studied in order to improve the service level of the management subjects of the urban communities. To make the urban community residents truly feel the treatment of the masters, and to improve the happiness index of the community residents. In view of the community neighborhood committees, the community industry committees, and the specialized service companies obtained in the questionnaire survey, Based on the problems of water, electric and heating public service organizations and other social organizations, this paper puts forward some countermeasures for improving the management bodies and community residents in urban communities. Through consulting relevant documents, combing the management subjects related to the urban community, classifying and summarizing the problems existing in the various management subjects, forming the systematic factors that affect the urban community. Through the AHP hierarchy analysis, The weight of each factor on urban community management is obtained, and the degree of influence of different factors on urban community management is determined. In this study, comprehensive use of urban sociology, property management, statistics, public management and other multidisciplinary knowledge, comprehensive research on urban communities, This paper makes a comprehensive and systematic study on the management subjects of the urban community, puts forward the improvement countermeasures according to the problems existing in the different management subjects, and straightens out the relationship between the various management subjects, which is beneficial to the improvement of the theory of urban community management. Integrate all kinds of community resources, let the departments connect with each other, give play to the function that the whole is more than the sum of the parts, realize the residents' autonomy, establish an effective way of communication among the management bodies, and improve the level of the urban community management.
