【摘要】：近年来,随着我国政治、经济、文化、社会的迅猛发展,从根本上改变了城市社会环境,改变了国家、社会、企业和个人之间的关系,改变了计划体制下国家统一配置资源的模式。随着社会主义市场经济体制的建立,单位人基本上转变为社会人,社区承担了越来越多的公共管理职能和服务职能。娄底市城市社区管理体制成形于计划经济时代,属于政府导向型的管理模式,这种管理模式这种管理体制在自身的特性、运行机制等方面出现了很多缺陷：管理主体单一、社区自治能力差、行政化倾向严重、居民的参与意识薄弱、社区服务相对滞后、工作者队伍建设缓慢,难以应对日益繁重的社区事务管理,改革已经是一种必然趋势。近年来,全国各城市兴起了城市基层社区管理体制的改革,并收到了一定的成效。本文选取娄底市娄星区的社区为研究对象。首先阐述研究城市社区管理的目的和意义,并概括了国内外研究现状。接着介绍了城市社区及其类型,论述了社区管理一般理论和模式,为研究娄星区社区管理做了很好的铺垫。在前面的理论基础上,介绍了娄底市娄星区社区管理的现状,再概述了当前娄星区社区管理存在的问题,并分析了产生问题的具体原因。综合前几章的分析,以及受国内比较有代表性的沈阳模式、江汉模式的启示,总结出对本地社区管理体制改革有借鉴意义的经验,提出了适合本地社区管理的战略目标和具体措施。
[Abstract]:In recent years, with the rapid development of politics, economy, culture and society in our country, it has fundamentally changed the urban social environment and the relations among the country, society, enterprises and individuals. With the establishment of the socialist market economy system, the unit people have basically changed into social people, and the community has assumed more and more public management and service functions. Loudi city community management system formed in the planned economy era, belongs to the government-oriented management model, this management model in its own characteristics, operating mechanism and other aspects of the defects: single management body, The community autonomy ability is poor, the administrative tendency is serious, the residents' participation consciousness is weak, the community service is relatively lagging, the construction of the workers is slow, it is difficult to deal with the increasingly heavy community affairs management, the reform has been an inevitable trend in recent years. The urban grass-roots community management system has been reformed in various cities of China, and some achievements have been made. This paper selects Louxing District of Loudi City as the research object. Firstly, the purpose and significance of the study on urban community management are expounded. And summarized the current research situation at home and abroad. Then introduced the urban community and its types, discussed the general theory and mode of community management, for the study of Louxing District community management made a good cushion. On the basis of the previous theory, This paper introduces the present situation of community management in Louxing District of Loudi City, then summarizes the existing problems in community management in Louxing District, and analyzes the specific causes of the problems. The enlightenment of Jianghan model summarizes the experience of local community management system reform and puts forward the strategic objectives and concrete measures suitable for local community management.
