文化治理的基础与可能——以建国以来农村行政权力治理变迁为例

【摘要】：不管是传统公共管理还是新公共管理,都不可避免地具有历史的局限性,这些局限性在新的历史时期愈加彰显。以农村行政权力治理变迁的三个基本变量,即权力主体、权力来源和权力运行机制为出发点考察了建国以来农村公共治理变迁,深入分析了文化与国家制度影响下不同权力体系的治理范式,提出未来公共治理尤其是农村公共治理不能固守传统的礼治亦不能照搬西方的法治,构建和发展融合国家制度与历史文化的文化治理范式,才是坚定文化自信,发展中国特色的现代化国家治理体系。
[Abstract]:Both the traditional public management and the new public management inevitably have historical limitations, which are increasingly evident in the new historical period. Starting from power sources and power operation mechanism, this paper examines the changes of rural public governance since the founding of the people's Republic of China, and analyzes the governance paradigms of different power systems under the influence of culture and national system. It is pointed out that in the future public governance, especially in rural areas, can not adhere to the traditional rule of law or copy the rule of law in the West. It is only by constructing and developing the cultural governance paradigm that integrates the national system with the historical culture that the cultural self-confidence can be firmly established. To develop a modern national governance system with Chinese characteristics.
