城市基础设施建设中政府融资模式研究

【摘要】:随着“十五”,“十一五”计划的顺利实施,我国的经济建设取得了突破性发展,尤其在城市基础设施方面的建设,取得了长足的进步。但是,城市基础设施的建设一般均需要大量资金的支持,仅仅单纯依靠政府拨款等传统手段,已远远满足不了这方面的需求。所以,中央与地方也对城市基础设施建设的融资渠道进行了多元化的尝试与探索。本文基于公共管理视角,对政府在城市基础设施建设中的融资模式做出一些探索。 城市基础设施作为一个城市的居民生活和物质生产一般条件的物质载体,它的完善直接影响着人民在城市的生活质量。随着我国城市化的推进,城市基础设施建设的规模和需求均与日俱增。在传统的政府融资模式中,有限的地方政府财力已不能满足城市基础设施建设的高额投资,甚至制约了很多地区城市化的进程。因此,城市基础设施建设中政府融资问题成为一个日益重要的课题。 自改革开放以来,我国的国民经济发展迅速,人民的生活水平也得到了长足发展。同时,我国城市基础设施建设虽然也出现了迅猛发展,但相对于国家发展和人民不断增长的供给需求,仍有相当差距,成为了我国经济继续持续平稳快速发展的一个制约,如何解决城市基础设施建设中的巨大资金需求是中央和各地方政府的重要问题。 由于历史原因,我国的城市基础设施建设在很长一段时间内一直依赖于各级政府的财政投资,故城市基础设施建设的进度一直较慢,速度和经济增速与民众的需求不匹配。随着单纯的政府投入无法满足我国日益增加的城市基础设施建设的需求,政府开始谋求多元化,市场化的城市基础设施建设融资渠道,吸引各种投资主体进入到城市基础设施建设领域。 本文分析了城市基础设施建设中政府融资模式的一些问题,从公共管理的角度出发,结合新公共管理、治理理论和公共物品理论,从我国城市基础设施建设发展及融资现状出发,阐述了我国政府在城市基础设施建设融资模式中的历史和现状,并结合我国目前的实际状况,提出了一些优化我国城市基础设施建设融资问题的对策以及建议。本文为我国政府积极拓展城市基础设施建设融资渠道,充分利用各市场要素,提供了一些新的思路。 本文根据如下技术路线陈述问题→分析问题→研究问题从城市基础设施特点、新公共管理理论、公共物品理论等城市基础设施投融资基础理论研究出发,探讨了政府在城市基础设施建设融资模式中的选择,路径和作用。本文亦对政府在城市基础建设中的作用、历史和现状、以及存在问题、和对未来的展望做了研究,并且亦对各种融资模式进行了比较。本文略有创新之处在于,以公共管理视角,在我国城市基础建设需求巨大的大背景下,,讨论了政府在城市基础建设融资模式中的新探索和新尝试。这可能对探索公共管理的新方式提供一些有益的启示。
[Abstract]:With the "fifteen", "the smooth implementation of the 11th Five-Year plan, China's economic construction has made a breakthrough, especially in city infrastructure construction, has made considerable progress. However, the construction of the city infrastructure generally requires a lot of capital support, relying on government funding and other traditional means, has can not meet this demand. Therefore, the attempt and explore a wide range of central and local governments of the city infrastructure construction financing channels. This paper based on the perspective of public management, the government facilities in the construction of financing mode make some exploration on the basis of the city.
The material carrier of city infrastructure as a general condition of life and material production of residents of a city, it directly affects people in the city to improve the quality of life. Along with our country city advancement, city infrastructure construction scale and demand in the traditional mode of government financing grow with each passing day. In the Limited financial resources of local governments has been unable to meet the high investment of the city infrastructure construction, and even restricted in many areas of city urbanization. Therefore, government financing of city infrastructure construction has become an increasingly important issue.
Since the reform and opening up, China's rapid economic development, people's living standard has also been rapid development. At the same time, the city infrastructure construction in China although there have been rapid development, but compared with the national development and people's increasing supply and demand, there is still a considerable gap, has become a constraining China's economy continues to steady and rapid development, how to solve the huge funding needs of city infrastructure construction is an important problem in the central and local governments.
Due to historical reasons, the city infrastructure construction in our country for a long period of time has been dependent on the government's financial investment, Gucheng infrastructure construction progress has been slow, and the speed of economic growth and the needs of the people do not match. With the pure government investment can not meet China's growing city infrastructure the needs of the construction, the government began to seek diversification, market of the city infrastructure financing channels, to attract a variety of investment into the city infrastructure construction.
This paper analyzes some problems of government financing mode of city infrastructure construction, from the perspective of public management, combined with the new public management, governance theory and public goods theory, from the perspective of our country's city infrastructure development and financing status, expounds the history and status quo of China's Government in the city infrastructure financing mode in the and combined with the actual condition of our country, put forward some optimization of China's city infrastructure financing problems and the countermeasures. This paper for our government to actively expand the city infrastructure financing channels, make full use of the various elements of the market, provides some new ideas.
This paper, from the characteristics of city infrastructure research according to the following statement, the technical route, the new public management theory, public goods theory of city infrastructure investment and financing of basic theory research, discusses the city infrastructure financing mode selection in government, path and effect. The role of government in city infrastructure in the construction of the history and the present situation and existing problems, and prospects for the future to do the research, and also the different financing modes are compared. The slight innovation lies in the perspective of public management, in the background of city infrastructure in our country needs huge, discussed the government financing mode in city infrastructure construction in the new exploration and attempt. This may provide some useful inspiration to explore new ways of public management.
