行政审批制度改革背景下政务服务中心运行研究

【摘要】：近年来,随着行政审批制度改革的深入推进,政务服务中心建设越来越得到重视。经过十几年的发展,政务服务中心的规模逐渐扩大,模式日渐成熟,管理趋于规范,已经成为了各地政府组成部门中的一个重要部分,在规范行政行为、提升服务效能、推进政务公开、改善政府形象等方面取得了显著成效。然而,政务服务中心这一机构是各地自下而上自行摸索建立起来的,其机构性质、职能层级、行政权限、运行模式、服务功能等方面存在诸多差异,自身发展建设也存在法律定位不明确、管理体制不顺畅、权力界限不清晰、服务功能不完备的问题。本文着重以新公共管理理论、新公共服务理论和服务型政府理论为基础,回顾了我国行政审批制度改革历程,介绍和分析了我国政务服务中心主要运行模式,着重以呼和浩特市政务服务中心为例,介绍了其重要意义、建设背景、运行模式、职能定位以及在深化行政审批制度改革过程中的主要做法和取得的成效,并分析了政务服务中心运行中存在的问题,有针对性剖析了问题产生的原因。最后,提出了完善政务服务中心建设运行的对策,建议国家层面加强顶层设计、为政务服务中心建设运行提供法律保障,规范统一标准、全面推进政务服务标准化建设,整合政府服务、拓宽延伸政务服务范围和领域,创新科技手段、加强政务服务信息化建设。
[Abstract]:In recent years, with the deepening of the reform of administrative examination and approval system, more and more attention has been paid to the construction of government service center. After more than ten years of development, the scale of government service center has gradually expanded, the model has become more mature, and the management tends to be standardized. It has become an important part of the local government departments, and has achieved remarkable results in standardizing administrative behavior, improving service efficiency, promoting the openness of government affairs, improving the image of the government, and so on. The government service center is set up from bottom to top. There are many differences in the nature of organization, functional level, administrative authority, operation mode, service function and so on. There are also some problems in self-development, such as unclear legal orientation, unsmooth management system, unclear limits of power and incomplete service functions. This paper focuses on the new public management theory, the new public service theory and the service-oriented government theory. This paper reviews the reform course of administrative examination and approval system in our country, introduces and analyzes the main operating mode of our country's government affairs service center, emphatically takes Hohhot city government affairs service center as an example, introduces its important significance, construction background and operation mode. The function orientation, the main methods and achievements in the process of deepening the reform of the administrative examination and approval system, and the problems existing in the operation of the administrative service center are analyzed, and the causes of the problems are analyzed. This paper puts forward the countermeasures to perfect the construction and operation of the government service center, suggests that the top level design be strengthened at the national level, provides the legal guarantee for the construction and operation of the government service center, standardizes the unified standard, and comprehensively advances the construction of the standardization of the government affairs service. Integrate government service, expand the scope and field of government service, innovate scientific and technological means, and strengthen information construction of government service.
