基于人本理论的政府公共人才管理机制研究

【摘要】:“以人为本”的管理,指在管理过程中以人为中心和出发点,围绕着激发和调动人的积极性、主动性、创造性展开的,以实现人与组织共同发展的一系列管理活动。本文以改革开放后某地区发展为研究对象,对某市经济特点、产业结构进行了分析,指出某市经济的民营特点及其人才需求特征,提出了适应新时期某市经济发展的、基于人本理论的政府公共人才管理服务体系。与地方经济发展需求,为政府公共人力资源服务和管理模式的调整提供借鉴。 第一章对文章的选题背景,国内外公共人力资源管理发展的研究现状,人本人力资源管理相关理论和方法及建立人本管理的目的与意义做简要阐述。 第二章对某市的经济现状与人力资源现状做简要分析,其中对政府公共管理部门的人才结构详细的调查,同时对该市大学生就业情况作了相应的问卷调查。 第三章通过对某市的公共人才管理服务部门基本情况和公共人才服务现状的阐述来分析某市政府的公共人才管理服务中还面临许多深层次矛盾和突出问题。 第四章构建人本政府公共人才管理服务体系并通过AHP模型来对政府公共人才管理服务体系进行分析。 第五章针对某市的经济和择业现状,以及政府公共人才管理服务中存在的突出问题,提出几点对策和可行性意见。
[Abstract]:The "people-oriented" management, starting with the artificial center and in the management process, around the enthusiasm, inspire and mobilize the people's initiative, creative development, to achieve a series of management activities to the common development of human and organization. In this paper, after the reform and opening up a regional development as the research object, in a city of economic characteristics and the industrial structure are analyzed, and pointed out that the private characteristics and talent demand characteristics of city economy, put forward the development of city economy in the new period, the theory of the government's public service system and talent management. Based on the needs of local economic development, to provide a reference for the government's public human resource service and the adjustment of the management mode.
The first chapter gives a brief account of the background of the article, the current research situation of the development of public human resources management at home and abroad, the theories and methods of human resource management, and the purpose and significance of establishing human based management.
The second chapter makes a brief analysis of the current economic situation and the status of human resources in a city, including a detailed survey of the talent structure of the government's public management department, and a corresponding questionnaire survey of the employment situation of the university students.
In the third chapter, by analyzing the basic situation of public talent management service department and the current situation of public service in a city, we can see that there are still many deep-seated contradictions and outstanding problems in a city's public talent management service.
The fourth chapter constructs the public personnel management service system of the government and analyzes the public personnel management service system of the government through the AHP model.
The fifth chapter puts forward some countermeasures and feasible suggestions in view of the current situation of the economy and job selection in a city and the outstanding problems in the government's public personnel management service.
