【摘要】：为解决城市管理中存在的问题,按照十八大提出了理顺城市管理体制要求,进一步推进依法治国、依法行政,加快法治政府建设,健全综合执法工作体制。本文采用比较分析的研究方法,对比国内外城市管理体制现状、机制以及管理方法,研究盘锦市综合行政执法现状,取得的成果以及目前工作的方式方法,最终侧重于用实证的方法分析盘锦市综合执法方面存在的热点难点焦点问题,提出对策和改进办法。本文共分四部分,其中第一部分重点研究综合执法和相对集中行政处罚权意义和内涵,分析国内外城市管理研究方向以及不同特点,明确研究分析思路、方法和路线。第二部分结合盘锦市相对集中处罚权运行现状以及综合行政执法工作实践,细致剖析、重点阐述当期盘锦市综合执法的法律主体、管理机制、地域特点、执法观念、舆论环境等方面所存在问题,究其根源并查找问题症结。第三部分依据法理学、社会学、管理学等相关原理,从公共管理的角度出发,进行可行性的研究分析,并在此基础上,运用结合国内外的先进的城市管理经验,通过理论联系实际,横向对比办法,明确了盘锦市综合执法工作改进问题的理论依据和原则方法。第四部分重点从盘锦市城市管理健全法律机制、完善执法体制、转变执法观念,探索市场化、精细化、规范化发展道路方面,有针对性地提出了一些有操作性的建议和对策,并从为民、利民、惠民、便民方面着手,主动引导市民维护城市环境秩序,转变执法者的思想观念,提高城市的精细化管理水平,探索市场化运作管理模式,畅通市民参与城市管理渠道,寻求提升盘锦市综合执法工作水平的方法及途径,从而完善和健全盘锦市城市管理运行体制机制。

The third part is based on the principles of jurisprudence, sociology, management and other relevant principles, from the perspective of public management, the feasibility of research and analysis.
