南平市招商引资政策研究

【摘要】：改革开放以来,中国通过招商引资取得了经济快速增长、综合实力提高的显著成绩。作为加快区域经济发展的重要途径,招商引资不仅弥补了经济建设资金的不足,而且引进了大量的先进技术、优秀人才和管理经验,在推动经济增长、产业结构调整、促进就业等方面发挥了巨大的作用,成为地方政府公共管理的重要内容。招商引资的开展也需要政府公共管理方式来推动。近年来,南平市政府通过开展招商引资,实施项目带动,强化产业支撑,促进了区域经济的发展,但也遇到了一些问题。随着中央和省里统筹区域协调发展的力度不断加大,《海峡西岸经济区发展规划》颁布实施以及自身发展的条件不断改善,南平发展进入了重要的战略机遇期,招商引资工作既面临着新的契机,也面临着更多的挑战。要推动南平跨越发展,就必须加大对招商引资工作的研究。为准确分析和把握政府在招商引资中的地位和作用,破解南平市在招商引资工作中遇到的瓶颈和问题,本文以南平市政府招商引资工作为研究对象,通过理论和实证的研究方法,结合《海峡西岸经济区发展规划》和《南平市“十二五”发展规划》对南平的发展定位,从现实基础和理论角度深入研究南平市招商引资存在的问题,对招商引资中的优势、劣势、机遇和挑战进行SWOT分析,借鉴先进地区招商引资的经验,提出优化政府公共管理,提升南平市招商引资工作的思路对策,为政府经济工作提供决策参考。
[Abstract]:Since the reform and opening up, China has made remarkable achievements of rapid economic growth and improvement of its comprehensive strength through investment promotion. As an important way to speed up the development of regional economy, investment promotion not only makes up for the shortage of economic construction funds, Moreover, it has introduced a large number of advanced technologies, excellent personnel and management experience, which has played a great role in promoting economic growth, adjusting industrial structure, promoting employment, and so on. It has become an important content of local government public management. The development of investment promotion also needs the government public management to promote. In recent years, Nanping municipal government has strengthened industrial support through the development of investment promotion, the implementation of projects, and the strengthening of industrial support. Promoted the development of regional economy, but also encountered some problems. With the increasing efforts of the central and provincial authorities to coordinate regional development, the promulgation and implementation of the "Economic Zone Development Plan for the West Bank of the Straits" and the continuous improvement of the conditions for their own development, Nanping's development has entered an important strategic opportunity period. In order to promote the development of Nanping, it is necessary to increase the research on attracting investment. In order to accurately analyze and grasp the position and role of the government in attracting investment and to solve the bottleneck and problems encountered in the process of attracting investment in Nanping City, this paper takes the work of attracting investment from Nanping Municipal Government as the research object. Through theoretical and empirical research methods, combined with the "Development Plan of the West Bank Economic Zone of the Straits" and the "Twelfth Five-Year Plan" of Nanping City, the development orientation of Nanping is discussed. From the angle of realistic foundation and theory, this paper deeply studies the problems existing in attracting investment in Nanping City, analyzes the advantages, disadvantages, opportunities and challenges of attracting investment in Nanping City by SWOT, draws lessons from the experience of attracting investment from advanced regions, and proposes to optimize the public administration of the government. To improve the investment promotion in Nanping City, and to provide a reference for the government economic work.
