城镇存量建设用地整治研究与应用

【摘要】:随着加速推进工业化、城镇化和农业现代化发展,建设用地的刚性需求增加,显示出土地资源的约束性,中国的基本国情和发展阶段,决定了未来在土地方面有更严重的供需矛盾,依靠投资主导、扩展规模的模式,低效利用和过度消耗土地资源的粗放型发展不可持续。只能通过有效地改变管理理念、管理职能和管理的方式,实施资源节约优先战略,节约集约利用土地,减少经济发展在土地上的资源性消耗,改变土地利用方式,,促进经济发展,从根本上改变土地资源的供给和需求之间的矛盾,缓和紧张局势,为了更好地保护和促进科学发展。要正确处理好资源保护和保障当地的经济发展之间的关系,更新观念,实行规划,树立土地集约合理用地的观念,我们必须挖掘存量建设土地的潜力,为地方经济的发展和城镇的建设提供用地保障。 本论文为了实现土地利用方式的改变,促进城镇建设用地的集约节约利用,在城镇存量建设用地整治的一般理论分析的基础上,对城镇存量建设用地整治技术方法进行研究,首先对我国的城镇存量建设用地的利用现状与问题进行分析、通过对文献归纳目前城镇存量建设用地整治理论潜力、现实潜力的测算方法、探索城镇存量建设用地整治潜力综合评价过程,总结城镇存量建设用地的整治模式,并通过实地调研,得到城镇存量建设用地整治典型模式。 再以福建省涵江区为实证研究,分析涵江区城镇土地利用现状和城市危旧房改造现状,以及规划要达到的城镇用地结构和布局。借助GIS技术、统计分析等手段,采用以人口容纳能力为依据的计算方法,得到涵江区城镇存量建设用地整治的理论潜力为1071.44公顷。通过对空闲土地的量算,和对闲置土地的调查分析统计,汇总得到涵江区城镇存量建设用地整治的现实潜力为531.89公顷。根据建筑密度、建筑容积率单指标,结合人均用地,以城镇用地中的商服用地、工矿仓储用地、住宅用地、公共管理和公共服务用地的宗地为评价单元,对涵江区进行城镇存量建设用地整治潜力评价,将筑密度0.5,商服用地建筑容积率2.5,住宅用地建筑容积率1.7,工矿仓储用地建筑容积率0.6,公共管理与公共服务用地建筑容积率0.8,机关团体用地建筑容积率1.2划为一级潜力区,为低效利用土地,优先开展城镇存量建设用地整治,涵江区城镇存量建设用地整治一级潜力面积为313.20公顷,主要分布在国欢镇、涵东街道;将建筑密度大于等于0.5且小于0.67,商服用地建筑容积率大于等于2.5且小于4.5,住宅用地建筑容积率大于等于1.7且小于2.7,工矿仓储用地建筑容积率大于等于0.6且小于1.2,公共管理与公共服务用地建筑容积率大于等于0.8且小于1.5,机关团体用地建筑容积率大于等于1.2且小于2.5划为二级潜力区,为中度利用土地,适当开展城镇存量建设用地整治,涵江区城镇存量建设用地整治二级潜力面积为405.5公顷,主要分布在涵东街道、国欢镇;将建筑密度=0.67,商服用地建筑容积率大于等于4.5,住宅用地建筑容积率大于等于2.7,公共管理与公共服务用地建筑容积率大于等于1.5,机关团体用地建筑容积率大于等于2.5划为三级潜力区,为集约利用土地,城镇存量建设用地整治的潜力较小,涵江区城镇存量建设用地整治三级潜力面积为72.49公顷,主要分布在涵东街道和涵西街道。在以上潜力测算和评价结果基础上结合涵江区的实际情况分别对涵江区的空闲土地、闲置土地和低效利用土地提出相应具体的盘活方法以及整治模式,涵江区城镇存量建设用地的整治模式为老城区改造的城镇存量建设用地整治模式、城乡结合部改造的城镇存量建设用地整治模式和旧工矿改造的存量建设用地整治模式;涵江区老城区改造的城镇存量建设用地整治模式主要分布在涵东街道和涵西街道,城乡结合部改造的城镇存量建设用地整治模式主要分布在梧塘、国欢、三江口等乡镇,旧工矿改造的存量建设用地整治模式主要分布在梧塘镇、国欢镇等乡镇。 最后在以上研究的基础上提出关于城镇存量建设用地整治的政策建议,建议加强城镇存量建设用地整治的制度设计,建立健全城镇存量建设用地整治的技术规范和产业化体系,积极开展城镇存量建设用地整治,为土地整治规划编制、实施提供参考依据。
[Abstract]:With the acceleration of industrialization , urbanization and the modernization of agriculture , the rigid demand of the construction land is increased , showing the binding nature of land resources , the basic national conditions and the development stage of China , and the sustainable development of land resources .
In order to realize the change of land use pattern and promote the intensive saving and utilization of urban construction land , the paper studies the present situation and problems of urban stock construction land use . First of all , this paper analyzes the present situation and problems of urban stock construction land use , summarizes the comprehensive evaluation process of urban stock construction land reclamation potential , summarizes the whole management model of urban stock construction land , and finds out the typical pattern of urban stock construction land renovation through field investigation .
Based on the analysis and statistics of urban land use in urban areas , the paper gives a summary of the potentiality of urban land use in urban areas . By means of GIS technology and statistical analysis , the paper makes a summary of the potential for urban stock construction land reclamation in the area of urban land . According to the construction density and building volume ratio of residential land , residential land , public administration and public service land , the potential area of the land for construction land in urban areas is 313.20 hectares , which is mainly distributed in the town of Huanhuan Town and culvert ;
the building density of the residential land is greater than or equal to 2.5 and less than 4.5 , the building volume ratio of the residential land is greater than or equal to 1.7 and less than 2.7 , the building volume ratio of the industrial and mining storage land is greater than or equal to 0.6 and less than 1.5 , the building volume ratio of the industrial and mining storage land is greater than or equal to 1.8 and less than 1.5 , the construction land utilization rate of the urban storage land is more than or equal to 1.2 and less than 2.5 , the secondary potential area of the urban stock construction land in the culvert area is 405 . 5 hectares , which is mainly distributed in the culvert street and the State Huan town ;
Based on the above potential calculation and evaluation results , the paper puts forward corresponding concrete methods of inventory construction and the renovation mode of urban stock construction land for urban and rural areas . The renovation mode of urban stock construction land in urban and rural areas is the renovation mode of urban stock construction land , the renovation of urban and rural areas and the renovation of old working ore .
The renovation mode of urban stock construction land in the old urban area of the culvert area is mainly distributed in the villages and towns of Dongdong Street and culvert west street , and the renovation of urban and rural areas is mainly distributed in towns such as Wutang , Guohuan and Sanjiangkou , and the renovation of old industrial and mining land is mainly distributed in towns such as Wutang Town and State Huan Town .
Finally , on the basis of the above research , the paper puts forward the policy suggestion on the management of urban stock construction land , and proposes to strengthen the system design of the urban stock construction land reclamation , establish and improve the technical specification and the industrialization system of the urban stock construction land reclamation , actively carry out the renovation of the urban stock construction land , and provide the reference basis for the preparation and implementation of the land reclamation planning .
