新公共管理框架下的机关后勤社会化改革

【摘要】:根据政府机关后勤社会化改革的基本理论和运作模式,运用新公共管理及新公共服务供给理论,以江西省体育局机关后勤社会化改革为例,明确阐述改革的基本目的是对后勤服务生产关系进行调整和变革,对后勤资源和各方面利益进行优化组合和统筹兼顾,尽快提高机关后勤的保障能力,同时使更多的职工从改革中获益,推动社会不断进步和发展。首先,主要回顾后勤服务社会化改革的历程与得失,着重探讨了在经济相对落后、社会服务总体水平不高的省份和地区机关后勤社会化改革的种种难点,如人员安置困难,硬件水平偏低,服务水平总体不高,管理技术不先进等。其次,探讨后勤服务标准化和市场化改革模式以及政府管理创新的发展趋势。核心是探讨服务外包的可行性,由此引出富余人员安置、服务外包的范围及政府管制创新等问题。针对庞大后勤机构的社会化改革,必须通过减员的手段达到增加效率的目的。把富余人员安置在后勤企业集团中,后勤企业集团在承担机关后勤服务的同时走向市场,积极参与市场竞争,扩大营业范围和项目是实现后勤社会化的最终选择。
[Abstract]:According to the basic theory and operation mode of the socialization reform of government organs' logistics, the author applies the theory of new public management and the supply of new public services, and takes the reform of logistics socialization of Jiangxi Provincial Sports Bureau as an example.It is clearly stated that the basic purpose of the reform is to adjust and reform the relations of production of logistics services, to optimize the combination and overall consideration of logistics resources and interests, and to improve the logistical support capability of organs as soon as possible.At the same time, more workers and staff from the reform to promote social progress and development.First of all, it mainly reviews the course and gain and loss of the socialization reform of logistics service, and emphatically discusses the difficulties in the reform of logistics socialization in provinces and regions where the economy is relatively backward and the overall level of social service is not high, such as the difficulty of personnel placement.The hardware level is low, the service level is not high, the management technology is not advanced and so on.Secondly, the development trend of government management innovation and standardization of logistic service is discussed.The core is to explore the feasibility of service outsourcing, which leads to the placement of surplus personnel, the scope of service outsourcing and the innovation of government regulation.In order to socialize the large logistic organization, we must increase efficiency by reducing the number of staff.It is the ultimate choice to realize the socialization of logistics by placing surplus personnel in the logistic enterprise group, which takes charge of the logistic service of the organ and goes to the market at the same time, actively participates in the market competition, and expands the business scope and project.
