晋江市企业民兵组织问题研究

【摘要】:民兵是不脱离生产的群众武装组织。建国以来,我国民兵制度伴随国内外形势的变化,经历了多次大的变革和波折。基于对这些变革的分析与研究,我们发现每一次民兵组织变革,都与其所处的时代背景密不可分。国内以经济建设为中心的社会环境,冲击民兵组织工作的现象已经完全突显。晋江市作为东部沿海经济相对发达的中小城市,民营企业作为地方经济中坚力量;以村级民兵营为主要阵地的传统民兵工作模式受到的冲击尤为明显。目前,晋江市已建立恒安、凤竹等企业武装部,并在部分中小企业中组建专业分队。然而,就目前企业民兵组织收获的成效来看,这样的模式同样存在较多的问题。 本文将立足于晋江市企业民兵组织现状及其存在的发展瓶颈,运用文献研究法、定量分析法、个案分析法、实地走访等调查研究方法,借助现有研究成果及企业民兵组织建设的一手资料,运用国防后备军理论、组织行为理论、公共管理理论、人力资源理论等,深入研究和探讨晋江企业民兵组织的构建对策。本论文框架安排如下: 第1章引言,主要介绍研究背景、研究目的和意义、研究内容与方法及重点介绍美国国民警卫队的构建和国内企业民兵的研究现状。 第2章主要对相关概念进行界定,并阐述本文运用的理论知识。 第3章主要介绍目前晋江市企业民兵组织建设的现状,并指出其存在企业民兵国防意识淡薄、军事素质低下、民兵营阵地形同虚设、民兵编组不够科学、日常管理流于形式等问题。 第4章从政治、社会、经济、管理四个层面深入分析造成目前晋江市企业民兵陷入困境的成因。 第5章基于对晋江市企业民兵存在问题的成因分析,从完善法律法规、健全监督制度、完善干部管理机制、优化队伍编组等角度探讨解决的方案。 第6章结论与展望,总结论文的主要结论、创新点和不足之处,并探讨需要进一步研究的问题。
[Abstract]:The militia are mass armed organizations that are not divorced from production.Since the founding of the people's Republic of China, China's militia system has undergone many major changes and twists and turns with the changes of the situation at home and abroad.Based on the analysis and research of these changes, we find that every change of militia organization is closely related to its background.The phenomenon of impacting the work of militia organizations in the social environment centered on economic construction has been fully highlighted.Jinjiang City is a small and medium-sized city with relatively developed economy in the east coast, private enterprises as the backbone of local economy, and the traditional militia work mode with village-level militia battalion as its main position is particularly affected.At present, Jinjiang City has established Hengan, Fengzhu and other enterprises armed forces, and some small and medium-sized enterprises set up professional units.However, in terms of the current results of the enterprise militia, such a model also has a lot of problems.Based on the present situation and the bottleneck of the development of the militia organization in Jinjiang City, this paper applies the methods of literature research, quantitative analysis, case analysis, field visit and so on.With the help of the existing research results and the primary data of the construction of the enterprise militia organization, the author makes a thorough study and discussion on the construction countermeasures of the Jinjiang enterprise militia organization by using the theory of the national defense reserve army, the theory of organizational behavior, the theory of public management, the theory of human resources, and so on.The framework of this paper is as follows:The first chapter introduces the background, the purpose and significance of the research, the contents and methods of the research, and focuses on the construction of the National Guard of the United States and the current research situation of the domestic enterprise militia.Chapter 2 defines the related concepts and expounds the theoretical knowledge used in this paper.The third chapter mainly introduces the present situation of the construction of the enterprise militia organization in Jinjiang city, and points out that the enterprise militia has weak national defense consciousness, low military quality, the militia battalion position is empty, and the militia formation is not scientific enough.Daily management is just a matter of formality.Chapter 4 analyzes the causes of Jinjiang enterprise militia's predicament from four aspects: politics, society, economy and management.The fifth chapter is based on the analysis of the causes of the problems of the enterprise militia in Jinjiang City, and discusses the solutions from the angles of perfecting the laws and regulations, perfecting the supervision system, perfecting the management mechanism of cadres, optimizing the formation of the ranks, and so on.Chapter 6 concludes and prospects the main conclusions, innovations and shortcomings of the paper, and discusses the problems that need further study.
