【摘要】：公务员是国家公共事务的执行者，承担着一定的公共管理职能，公共性的特点使得其职业道德素养对于整个社会的道德素养形成具有重要的引领和示范作用。近年来随着行政体制改革的不断深入，作为行政体制的有机组成部分，，公务员改革的问题或者更准确的说公务员职业道德素养的问题，越来越引起学界和政界的关注。本文在已有研究成果的基础上，综合性的定义了公务员职业道德素养的内涵和外延，通过剖析现行公务员职业道德素养方面存在的问题，探究其引发的原因，探索性的提出一些改良的方法。本文分为三个部分，第一部分主要界定了公务员职业道德素养的内涵以及我国公务员职业道德素养发展的历程。第二部分主要论述了当前公务员职业道德素养中存在的公仆意识淡薄、进取意识不强、权利腐败滋生、法制观念淡薄等主要问题，根据主观和客观两个方面从文化、经济、政治体制、政治信仰、价值观错乱等层面分析了上述职业道德素养失衡的原因，从而进一步阐明公务员职业道德素养建设的必要性。第三部分主要从自律和他律两个视角来探究提升公务员职业道德素养的路径。本文认为，提升公务员职业道德素养需要自律和他律共同协同，自律方法主要可以通过坚定政治信仰、树立正确价值观、加强职业道德素养重要性认识来予以提高，他律途径可以通过加强法制建设、完善人事机制来予以促进。通过自律和他律两个途径的相互促进来有力推动公务员职业道德素养提升。
[Abstract]:Civil servants are the executors of national public affairs, and they undertake certain functions of public management. The characteristics of publicity make their professional ethics literacy play an important role in guiding and demonstrating the formation of moral literacy of the whole society.In recent years, with the deepening of the reform of administrative system, as an organic part of the administrative system, the problem of civil servant reform or, more accurately, the professional ethics literacy of civil servants has attracted more and more attention from academic and political circles.On the basis of the existing research results, this paper comprehensively defines the connotation and extension of the professional ethics literacy of civil servants, analyzes the problems existing in the current professional ethics literacy of civil servants, and probes into the causes of the problems caused by it.Explore some improved methods.This paper is divided into three parts. The first part mainly defines the connotation of civil servants' professional ethics literacy and the development process of civil servants' professional ethics literacy.The second part mainly discusses the public servant consciousness is weak, the enterprising consciousness is not strong, the right corruption breeds, the legal system concept is weak and so on, according to the subjective and the objective two aspects from the culture, the economy,This paper analyzes the reasons for the imbalance of the above professional ethics literacy from the aspects of political system, political belief, and the disorder of values, and further clarifies the necessity of the construction of civil servants' professional ethics literacy.The third part mainly explores the path to improve the professional ethics of civil servants from the perspectives of self-discipline and heteronomy.This paper holds that self-discipline and other regulations are needed to improve the professional ethics literacy of civil servants. The self-discipline method can be improved by strengthening political belief, establishing correct values and strengthening the importance of professional ethics literacy.Heteronomy can be promoted by strengthening legal system construction and perfecting personnel mechanism.Self-discipline and heteronomy promote each other to promote the professional ethics of civil servants.
