用合理的制度破解“对跪”尴尬

【摘要】：正"你跪着,我也只能陪你跪着"。面对下跪央求不要扣留小车的占道经营摊贩,城管曹祥超无奈选择"对跪"。近日,武汉街头这戏剧性的一幕,反映出城市公共管理的深层尴尬。在中国传统中,下跪是一种符号,语意是乞求,姿态是示弱。城管与摊贩的对跪说明:在一个权力必须尊重权利的时代,如果缺少充分人性化的制度,权力本身也会掉进被动的窘境。在城市公共管理中,很多地方没有把流动商贩纳入到真正的城市管理体系中,而是以临时化的管理思维对待这个群体的生存与发展。
