新公共管理视角下的我国航标管理研究

【摘要】：航标是为船舶航行及其它各类水上活动提供安全信息及相关支持性服务的船舶之外的系统或装置的简称,是水上安全保障体系的核心组成部分,是保障水上运输及活动安全、畅通、高效的不可或缺的重要手段。航标作为公共产品,履行着公共服务职能,决定了航标管理是现代公共管理中的一个重要分支。目前,中国自上而下行政改革的核心内容是转变职能,主要目标是建设公共服务型政府。新形势下,对于转型期的航标管理部门应准确处理好机构定位、制度建设、管理理念及管理理论创新等问题。本文将在大量阅读相关文献和专题调研的基础之上,选取我国航标管理作为研究对象,运用新公共管理、战略管理及绩效管理等多个方面的相关理论,对我国航标管理历史进行回顾、审视和分析,运用公共管理视角对现行航标管理机制存在的问题进行全面有效的客观评价。在我国加快转变交通运输发展方式、构建现代综合交通运输体系的背景下,对我国现行的航标管理现状进行全面诊断,研究和分析影响我国航标管理机构攻坚转型科学发展的瓶颈及其制约因素,最后借鉴和参考新公共管理理论精华,重点探讨来解决我国航标管理现存问题的措施和对策。在全球经济化、市场化、信息化时代浪潮中,通过认真分析我国航标管理机构在海事部门“分类改革、管办分离”大背景下,在新成立的航海保障中心中,对航标管理机构如何才能适应时代需求并实现全面转型发展进行探讨,希望能够为其日后的深入改革模式路径选择及政策制定提供相关参考。本文将采用定性研究和定量研究相结合的方法,通过文献研究、专题调研、个别和团体访谈等多种方法来获取资料和数据,做到点面结合。通过比较分析、专家咨询、专题调研等方法来优化对策和措施。本文基本结论认为,我国航标公共管理部门在机构改革和转型发展中,可以借鉴国外航标管理机构的先进管理经验,把新公共管理模式有益成分有选择性地应用到我国航标管理的决策和实践中来,以充分保障航标的公共服务质量和服务水平的持续提升。
[Abstract]:Navigation mark is the abbreviation of the system or installation other than the ship which provides safety information and related supporting service for the ship navigation and other kinds of water sports. It is the core part of the water safety guarantee system, which is to ensure the safety of water transportation and activities.Smooth, efficient and indispensable means.As a public product, navigation aids perform the function of public service, which determines that the management of navigation aids is an important branch of modern public management.At present, the core content of China's top-down administrative reform is the transformation of functions, the main goal is to build a public service-oriented government.Under the new situation, the management departments of navigation aids in the period of transformation should deal with the problems of organization orientation, system construction, management idea and management theory innovation.On the basis of reading a large number of relevant documents and special research, this paper selects the navigation mark management of our country as the research object, and applies the related theories of new public management, strategic management and performance management, etc.This paper reviews, examines and analyzes the history of navigation aids management in China, and makes an overall and effective objective evaluation of the problems existing in the current navigation aids management mechanism from the perspective of public management.Under the background of speeding up the transformation of transportation development mode and constructing modern comprehensive transportation system in China, this paper makes a comprehensive diagnosis of the current situation of navigation mark management in China.This paper studies and analyzes the bottleneck and its restrictive factors that affect the scientific development of the transformation of navigation aids management institutions in China. Finally, the measures and countermeasures to solve the existing problems in the management of navigation aids in China are discussed with reference to the essence of the new public management theory.In the tide of global economy, marketization and information age, under the background of the serious analysis of the classification reform and separation of management and management of maritime departments in China's navigation aids management agencies, in the newly established maritime security center,This paper discusses how the navigational aids management organization can adapt to the needs of the times and realize the overall transformation and development, hoping to provide relevant references for its future in-depth reform mode path selection and policy formulation.In this paper, qualitative and quantitative research methods are adopted to obtain data and data through literature research, special research, individual and group interviews, so as to achieve point-to-surface integration.Through comparative analysis, expert consultation, special research and other methods to optimize the countermeasures and measures.The basic conclusion of this paper is that in the process of institutional reform and transformation and development, the public management departments of navigation aids in China can learn from the advanced management experience of foreign navigation aids management agencies.The beneficial elements of the new public management model are selectively applied to the decision making and practice of the navigation mark management in China in order to ensure the continuous improvement of the public service quality and the service level of the navigation aids.
