黑龙江省地震应急救援体系的改进研究

【摘要】：中国已进入自然灾害突发事件高发期，随着经济的发展，地震灾害正对国家生命财产安全、社会经济发展、和国防安全稳定带来日益严重的影响。2008年汶川地震和日本3.11大地震震惊世界各地，两次地震的应急救援工作引起了全球各界的高度关注，也让各国意识到地震应急救援体系的建设工作尤为重要。研究改进黑龙江省地震应急救援体系，对保障省内各界生命财产安全、维护社会经济稳定发展具有重要的意义。目前，世界各国已将地震应急救援体系纳入公共管理的范畴，并将其作为重点研究内容之一。相对发达国家而言，中国的地震应急救援体系有以下几个特点：（1）关于地震应急救援体系的系统研究起步较晚；（2）有关地震应急救援体系管理的理论和方式还处于研究和发展阶段；（3）对地震应急救援体系的具体问题研究还不够深入；（4）没有对地震应急救援体系管理形成统一、完整的理论体系，这将难以满足中国当前地震应急救援体系管理的需求。在中国地震应急救援体系发展的大背景下，本文对黑龙江省地震应急救援体系建设开展研究是为推动应急救援体系建设更加有效实施。本文主要采用实地调查研究、研讨会、文献查阅等方法分析了黑龙江省地震应急救援管理体系现状问题。基于国情、省情和专业实际需求，从公共管理角度，探讨了改进地震应急救援体系的科学性和实用性。本文系统研究了黑龙江省地震应急救援体系建设的现状和不足；针对地震应急管理中的难点问题，本文基于对国内外灾害应急救援体系建设先进经验的借鉴，，提出了符合黑龙江省实际情况的改进方案和相应的具体措施。研究成果既包含了宏观政策又涵盖了微观的技术方法，对改进黑龙江省地震应急救援体系管理方式的科学性和可操作性，真正实现由事后应急向源头预防转变，具有一定的实践和参考意义。
[Abstract]:Chinese has entered a period of high incidence of sudden natural disasters, with the development of economy, the earthquake disaster is the national life and property safety, economic and social development, national security and stability has brought increasingly serious impact in Wenchuan.2008 earthquake and the 3.11 earthquake in Japan shocked the world, two earthquake emergency rescue work has aroused the attention from all over the world. Also let the countries realize the earthquake emergency rescue system construction work is particularly important. Study on the improvement of emergency rescue system in Heilongjiang Province earthquake, to ensure the safety of life and property in all walks of life, plays an important role in maintaining the social stability and economic development.
At present, the world has already will be included in the category of public management of earthquake emergency rescue system, and as one of the key research contents. Compared with the developed countries, the earthquake emergency rescue system Chinese has the following characteristics: (1) a system of earthquake emergency rescue system research started late; (2) the earthquake emergency rescue system management theory and methods in the stage of research and development; (3) on the seismic study on the specific problems of emergency rescue system is not deep enough; (4) for earthquake emergency rescue management system to form a unified and complete theoretical system, it will be difficult to meet the current management Chinese earthquake emergency rescue system based on the development needs. This paper mainly uses the field investigation and research, seminars, literature review and other methods analysis of the current situation of emergency rescue management system of Heilongjiang Province earthquake. Based on the national conditions, the situation of professional and practical needs, from the perspective of public management, discusses the improvement of earthquake emergency rescue system is scientific and practical.
This paper systematically studies the current situation of the construction of Heilongjiang Province earthquake emergency rescue system and insufficient; difficult problems for earthquake emergency management, this paper on the domestic and foreign advanced experience of disaster emergency rescue system based on reference, put forward improvement scheme in accordance with the actual situation of Heilongjiang province and the corresponding measures. The research results not only include macroeconomic policies covers the microscopic techniques, to improve the science of Heilongjiang Province earthquake emergency rescue system management and operation, truly from the emergency to the source of prevention, has certain practical and reference significance.
