收费公路产业政府职能转变问题研究

【摘要】:收费公路政策的实施,使收费公路产业发展取得了巨大成就,同时也暴露出许多亟待解决的问题。要想从根本上解决收费公路产业发展中存在的问题,规范收费公路发展,协调收费公路与经济社会发展之间的关系,就必须转变收费公路产业政府职能。然而,现有关于收费公路产业政府职能转变的理论研究极其薄弱和匮乏,加之收费公路产业自身的特殊性又决定了一般意义上的政府职能转变理论并不足以完全指导收费公路产业政府职能转变实践,因此,论文就收费公路产业政府职能转变问题展开专题研究,具有重要的理论与现实意义。 论文以新制度经济理论、政府管制理论、新公共管理理论等与政府职能转变相关的理论为基础,全面总结和论述了收费公路产业属性,,系统归纳分析了收费公路发展历程,通过量化分析总结提出了收费公路产业发展的库兹涅茨曲线,并基于论文研究的需要,重新对收费公路产业内涵、政府职能及政府职能转变等重要概念了进行界定,明确了论文研究范围,形成了论文的研究基础和研究的逻辑起点。论文通过构建评价指标体系,利用现有相对成熟的综合评价方法,结合实际对收费公路产业发展中的政府作用与市场作用分别进行了系统分析和评价,为收费公路产业政府职能体系确立和政府职能转变提供了现实依据;通过对收费公路产业政府职能转变问题的实证分析,包括收费公路产业政府职能现状及存在的主要问题分析,收费公路产业政府职能转变的多维困境及深层原因剖析,系统总结提出了收费公路产业政府职能转变的五个要点,为收费公路产业政府职能转变路径设计提供支撑;论文以规范收费公路产业自身发展,促进收费公路更好地服务经济社会发展为出发点,基于收费公路产业政府与市场合理关系、收费公路产业绩效、收费公路类型等三个全新的视角,分别依据相应的标准构建了收费公路产业政府职能体系,为新时期科学确立收费公路产业政府职能体系提供理论借鉴;最后,论文从收费公路管理体制改革、破除产业行政垄断、推进产业市场化进程、加快公益性回归等四个方面对收费公路产业政府职能转变路径进行了系统设计,一方面把收费公路政府职能转变与一定时期产业政府相关改革相结合,适应不同阶段或不同时期收费公路产业政府重点改革与发展的工作需要;另一方面为收费公路产业政府职能转变提供多样化的并伴生有一定目标或依托重点的可行性路径选择。
[Abstract]:The implementation of toll road policy has made great achievements in the development of toll road industry, but also exposed many problems to be solved.In order to fundamentally solve the problems existing in the development of toll road industry, standardize the development of toll road and coordinate the relationship between toll road and economic and social development, the government function of toll road industry must be changed.However, the existing theoretical research on the transformation of government functions in toll road industry is extremely weak and scarce.In addition, the particularity of toll road industry itself determines that the theory of government function transformation in general sense is not enough to guide the practice of government function transformation in toll road industry.It is of great theoretical and practical significance to carry out a special study on the transformation of government functions in toll road industry.Based on the theory of new system economy, government regulation and new public management, this paper summarizes and discusses the industry attribute of toll road, and systematically summarizes and analyzes the development course of toll road.The Kuznets curve for the development of toll road industry is put forward through quantitative analysis and summary. Based on the need of the thesis, this paper redefines the important concepts such as the connotation of toll road industry, the government function and the transformation of government function, etc.The research scope of the thesis is defined, and the research foundation and the logical starting point of the thesis are formed.By constructing the evaluation index system, using the existing relatively mature comprehensive evaluation methods, combining with the actual situation, this paper makes a systematic analysis and evaluation on the role of the government and the market in the development of toll road industry.It provides a realistic basis for the establishment of government function system and the transformation of government function in toll road industry, and through the empirical analysis of the transformation of government function in toll road industry,It includes the analysis of the current situation and main problems of the government function of toll road industry, the multi-dimensional predicament and the deep reasons of the government function transformation of toll road industry, and the five key points of the transformation of the government function of the toll road industry are summarized and put forward systematically.The thesis aims at standardizing the development of toll road industry itself and promoting the toll road to serve the economic and social development better.Based on the reasonable relationship between the government of toll road industry and the market, the performance of toll road industry and the type of toll road, the government function system of toll road industry is constructed according to the corresponding standards.It provides theoretical reference for establishing the government function system of toll road industry scientifically in the new period. Finally, the paper analyzes the reform of toll road management system, breaks down the administrative monopoly of industry, and advances the process of industry marketization.On the one hand, the transformation of government function of toll road industry is combined with the relevant reform of industry government in a certain period of time, on the one hand, the transformation of government function of toll road industry is combined with the relevant reform of industry government in a certain period of time.On the other hand, it can provide diversified and associated feasible path choice for the transformation of government functions of toll road industry in different stages or different periods of the government reform and development of toll road industry.
