中国非营利性组织发展的经济学分析

【摘要】：非营利组织（NPO）又称非政府组织、第三部门、独立部门和志愿者组织等，它作为一种组织类型，在世界范围内开始受到越来越多的关注。在我国，，非营利组织发展的时间虽然不长，但发展迅速，随着我国宏观经济水平的不断提高也越来越多地参与到整个社会的公共选择和社会治理中来。近些年来，国内外许多学者都对非营利组织这一议题进行了大量的研究，得到了许多宝贵的学术成果。不过大部分的研究主要都是从公共管理或者社会学的角度出发，以经济学为出发点来探讨非营利组织发展的还比较少。本文试图通过经济学的视角来观察非营利组织发展的问题，通过经济学的方法对非营利组织的发展进行分析。文章关注的重点主要在于通过经济学的理论来解释非营利组织存在和发展的原因及必要性，并从实证的角度来探讨非营利组织对社会经济的影响。中国非营利组织目前面临的种种困境和政府支持和促进非营利组织发展的政策建议也是本文重点讨论的内容，希望通过这两方面内容的探讨，能够为非营利组织的健康蓬勃发展提供一定的帮助。非营利组织的出现和发展是整个社会经济发展到一定阶段的必然产物，它在整个社会生活中起到了不可替代的作用。尽管目前我国非营利组织的发展水平相对来说还比较落后，但随着社会的不断进步，非营利组织对整个社会的和谐发展一定可以发挥出更大的力量。
[Abstract]:NPO (non-profit organization) is also called NGO, third sector, independent department and volunteer organization. As a kind of organization, NPO has been paid more and more attention in the world.In China, although the development of non-profit organizations is not long, but the rapid development, along with the continuous improvement of the macroeconomic level of our country, more and more participate in the public choice and social governance of the whole society.In recent years, many scholars at home and abroad have done a lot of research on the issue of non-profit organizations, and got many valuable academic results.However, most of the studies are mainly from the perspective of public administration or sociology, and the development of non-profit organizations is less explored with economics as the starting point.This paper attempts to observe the development of non-profit organizations from the perspective of economics and analyze the development of non-profit organizations through the method of economics.The main focus of this paper is to explain the reasons and necessity of the existence and development of non-profit organizations through the theory of economics, and to explore the impact of non-profit organizations on social economy from the perspective of empirical analysis.The difficulties faced by China's non-profit organizations and the policy suggestions of the government to support and promote the development of non-profit organizations are also the contents of this paper. I hope to discuss these two aspects.It can provide some help for the healthy and vigorous development of non-profit organizations.The emergence and development of non-profit organizations is the inevitable outcome of the whole social and economic development to a certain stage, it plays an irreplaceable role in the whole social life.Although the development level of non-profit organizations in China is relatively backward, with the continuous progress of society, non-profit organizations will certainly play a greater role in the harmonious development of the whole society.
