【摘要】：随着经济的迅速发展,人们的长途出行更多依靠飞机,如何保障乘客在乘坐飞机之前的人身安全也成为了重要的关注点。机场的公共安全管理是可以让乘客在机场的人身安全,财产安全,机场基础设施和公共服务的安全等得到保障,研究机场公共安全管理的加强,有利于保障乘客的人身安全和财产安全,保证其出行平安,同时有利于稳定社会秩序,给乘客提供一个舒适安全的候机环境。由于长期传统管理思路的路径依赖造成的历史原因,以及机场归属地方政府管理后,管理组织架构的不健全以及相关部门整合不力造成的诸多问题制约着机场安全管理工作有效顺利开展,因此本文选定机场公共安全管理为研究主题,以沈阳桃仙机场为例进行研究。沈阳机场公共安全管理工作上存在有责任追究不明确、安全管理体系(SMS)数据及审核出现问题、宣传不到位相关部门联动需加强、对公共危机缺乏预警、对突发事件处理缺乏经验等现象,这些问题使机场的公共安全管理工作效率大打折扣,影响到沈阳桃仙机场在社会公众面前的整体形象。本文从公共管理的角度对危机进行了系统的研究,涉及管理主体、管理方式方法、管理目标、管理内容等方面,贯穿了安全管理的全过程,为机场紧急事件展安全管理提供可靠的理论依据。
[Abstract]:With the rapid development of economy, people travel to rely more on how to protect the aircraft, before the passengers during the flight safety has become a major concern. The public security management of the airport can make passengers at the airport's personal safety, property safety, guarantee the airport infrastructure and public service security etc. the airport, to strengthen the research of public security management, to ensure the safety of passengers and property safety, ensure the safety of travel, and is conducive to the stability of social order, for passengers to provide a safe and comfortable waiting environment. Due to historical reasons the traditional management ideas of the long-term path dependence in the airport, as well as the home of local government management the management organization structure is not perfect, and the relevant departments of many problems caused by the poor integration of restricting the management of airport security effectively carried out smoothly, so the paper selected The management of public security at the airport to Sheyang Taoxian Airport as the research subject, as the case study. The public security management of Shenyang airport have accountability is not clear, the safety management system (SMS) data and audit problems, publicity is not in place the relevant departments to strengthen the linkage, the lack of early warning of public crisis, the phenomenon of lack of experience to deal with sudden incidents these problems, greatly reduced the public security management work efficiency of airport, Sheyang Taoxian Airport to the public in the whole image. From the perspective of public administration of the crisis were studied, involving the subject of management, management methods, management objectives, management content, throughout the whole process of safety management, to provide a reliable theoretical basis for safety management of emergency at the exhibition.
