基于GIS的元上都遗址环保监测管理系统建设研究

【摘要】:中国元上都遗址(以下全文简称:遗址)是世界游牧文明的地理标志;是世界范围内保存最完整、规模最大的元代和蒙古汗国都城遗址;是中国草原都城遗址的杰出典范和蒙元文化的代表;是世界上最具代表性的游牧民族自然和文化遗产;是中国少有的集森林、草原、河流湿地、沙地景观交错的复合生态系统;是以蒙古族为主体的多个民族聚居的地区;是中国蒙古语音标准基地,具有重要的科学研究和考古学价值。遗址以自然和文化的双重优势被联合国教科文组织第36届世界遗产委员会于2012年6月29日正式确认成为世界文化遗产。 为此,中国国家环境保护部启动了《草原文明地理标志遗址保护圈生态环境变迁监测与保护的关键技术研究》国家级科研专项项目(以下全文简称:项目)。 项目的研究目标为:明确草原重大古文化遗址生态保护范围和保护预警等级,建立相应的生态保护圈监测技术体系和保护方案,促进区域生态环境、生物多样性和遗址更好保护,为遗址周边区域的环境管理提供科学依据。 本论文取材于项目中前期研究课题,借鉴国内外GIS理论,应用GIS二次开发等技术,依托蒙古文网页功能的理论和方法,开展遗址环保检测管理系统(以下全文简称:系统)的研究。系统将遗址环保监测管理与现代信息技术GIS和蒙古文网页功能三者有机的结合,形成一套完整的环保监控测绘管理、技术、采集和监测体系,为遗址自然保护区的基础环保地理信息海量数据的搭建积累和空间数据基础设施的数字化平台建立打下基础。同时,系统改变了环保监测管理内部信息流程和本部门与社会的信息交流与反馈机制,从而使科学化、动态化、数字化、可视化、人性化的环保监测管理电子政务服务模式对环保监测管理的管理体制产生深远的影响,加快管理创新理念的研究,促进政府环保管理体制的更新与职能的转变、环保行政决策机制的优化和环保政务流程的再造和重组。 本论文以系统设计方案为实例,以公共选择理论与治理理论等新公共管理学说为前沿视角,提出遗址环保监测管理的职能定位、管理方式、组织结构、运行机制、业务流程、内部信息流程、工作方法、技术手段、信息交流与反馈机制等诸多方面所做出的创造性调整和变革,形成一套完整的环保监控测绘管理、技术、采集、监测体系和具有中国特色的遗址环保监测管理创新模式,也为今后遗址的科学合理有效保护以及在古遗址的生态环境监测在技术指标和监测内容方面提供技术参数和借鉴。
[Abstract]:The site of Shangdu in Yuan Dynasty of China (hereinafter referred to as "site") is the geographical indication of the nomadic civilization in the world, and the most complete and largest site of the capital city of the Yuan Dynasty and the Han state of Mongolia in the world.It is an outstanding example of the ruins of the capital city of grassland in China and the representative of Mongolian and Yuan culture, the most representative natural and cultural heritage of nomadic peoples in the world, the rare complex ecosystem of forest, grassland, river wetland and sandy landscape in China.It is a region inhabited by many nationalities with Mongolian nationality as the main body, and is the base of Chinese Mongolian phonetic standard, which has important scientific research and archaeological value.The site was officially recognized as a world cultural heritage by the 36th UNESCO World Heritage Committee on June 29, 2012 because of its dual advantages of nature and culture.Therefore, the Ministry of Environmental Protection of China has launched the "key Technology Research on Monitoring and Protection of Ecological and Environmental changes in the Preservation Circle of grassland Civilization Geographical indication sites" (hereinafter referred to as "the project").The research objectives of the project are: to define the ecological protection scope and early warning level of the major ancient cultural sites in the grassland, to establish the corresponding monitoring technology system and protection scheme of ecological protection circle, and to promote the regional ecological environment,Biodiversity and sites are better protected to provide scientific basis for the environmental management of the surrounding areas.This paper is based on the research topic in the middle and early stage of the project, drawing lessons from the GIS theory at home and abroad, applying the technology of GIS secondary development and relying on the theory and method of Mongolian web page function.Carry out site environmental inspection management system (hereinafter referred to as: system) research.The system organically combines the environmental monitoring management of the site with the modern information technology GIS and the Mongolian web page functions to form a set of integrated environmental monitoring surveying and mapping management, technology, collection and monitoring system.It lays a foundation for the construction and accumulation of massive data of environmental protection geography information and the establishment of digital platform for spatial data infrastructure.At the same time, the system has changed the internal information flow of environmental protection monitoring and management and the information exchange and feedback mechanism between the department and the society, thus making scientific, dynamic, digital and visual.The humanized environment protection monitoring management electronic government affairs service mode has the profound influence to the environmental protection monitoring management management management system, speeds up the management innovation idea research, promotes the government environmental protection management system renewal and the function transformation,The optimization of environmental protection administrative decision-making mechanism and the reengineering and reorganization of environmental protection government process.Taking the system design scheme as an example and the new public management theory such as public choice theory and governance theory as the frontier angle of view, this paper puts forward the function orientation, management mode, organization structure, operation mechanism, business process of site environmental protection monitoring and management.The creative adjustment and transformation made in many aspects, such as internal information flow, working methods, technical means, information exchange and feedback mechanism, etc., to form a complete set of environmental protection monitoring and mapping management, technology, collection, etc.The monitoring system and the innovative management mode of environmental protection monitoring with Chinese characteristics also provide technical parameters and references for the scientific, reasonable and effective protection of the sites in the future and the ecological environment monitoring in the ancient sites in terms of technical indexes and monitoring contents.
