公共行政视角下社会物质资本运行效率优化研究

【摘要】：公共行政具有明显的跨学科特征，并被广泛应用于社会各领域，不同的研究者会从不同的角度、应用不同的理论和方法去研究不同的现象。政府作为上层建筑的重要组成部分，负有推动社会生产力发展、维护经济基础稳定的责任。社会物质资本作为现代经济的核心，是任何生产环节都不可缺少的组成要素。长期以来，由于公共行政职能的“缺位”、“错位”和“越位”，政府部门对社会物质资本的规范不足以及管控力度不够，导致投资行为过热、投资规模过大以及区域和行业差异较大等问题越来越突出。在新公共管理运动兴起和行政体制改革背景下，充分发挥政府公共行政经的经济职能，探索规范和引导社会物质资本有效运行的公共行政政策，无疑对当前优化社会物质资本运行效率，促进国民经济又好又快发展具有重要的理论意义和现实意义。本文实证分析结果表明，在全国三大区域社会物质资本服务纵横对比中，东部地区社会物质资本平均服务水平高于中部地区和西部地区。同时，，在中部地区社会物质资本服务经历了波动上升和西部地区的持续上升后，地区间差距逐步缩小。此外，基于资本要素对经济增长贡献视角的实证检验结果显示，社会物质资本运行效率不佳明显，且社会物质资本服务对经济增长的贡献份额不断降低。依据上述研究结论，本文从内源性和外部性的角度阐释了我国社会物质资本运行效率不佳的原因，包括政府职能、国企改革、融资环境、财税政策等维度。在此基础上，本文基于公共行政视角设计了优化我国社会物质资本运行效率的政策体系，主要内容包括规范国有社会物质资本的投资行为、优化民营社会物质资本的融资环境以及合理管控外资社会物质资本。理论研究最终要用来指导实践。分析我国社会物质资本运行效率不佳原因，要深入认识到公共行政在宏观经济调控、区域经济调节、微观经济管制、国有资源管理、规划并组织实施国家大型经济建设项目等方面的重要作用。优化社会物质资本运行效率，必须充分发挥公共行政对社会物质资本运行的“有限行政”、“服务行政”和“行政监督”功能，把设计合理的公共行政政策体系作为提升社会物质资本运行效率的重要内容。从长远来看，需要通过公共行政职能的发挥，深化国有企业改革，明确界定政府职界，为民营社会物质资本的运行提供良好的融资环境，合理管控外资社会物质资本运行，从而构建出一个全面、稳定、长效的公共政策体系，实现社会物质资本运行效率的优化。
[Abstract]:Public administration has obvious interdisciplinary characteristics and is widely used in various fields of society. Different researchers will apply different theories and methods to study different phenomena from different angles.As an important part of superstructure, the government is responsible for promoting the development of social productive forces and maintaining economic stability.As the core of modern economy, social material capital is an indispensable component of any production link.For a long time, because of the "absence", "dislocation" and "offside" of the public administration function, the insufficient regulation and control of the social material capital by the government departments have led to overheated investment behavior.The investment scale is too big and the region and the industry difference big and so on the question is more and more prominent.Under the background of the rise of the new public management movement and the reform of the administrative system, the economic functions of the government's public administration should be brought into full play, and the public administration policy of standardizing and guiding the effective operation of the social material capital should be explored.Undoubtedly, it is of great theoretical and practical significance to optimize the running efficiency of social material capital and promote the sound and rapid development of national economy.The empirical results show that the average service level of social material capital in the eastern region is higher than that in the central and western regions in the vertical and horizontal comparison of social material capital services in the three regions of China.At the same time, after the fluctuation of social material capital services in the central region and the continuous rise of the western region, the gap between regions gradually narrowed.In addition, the empirical results based on the contribution of capital elements to economic growth show that the efficiency of social material capital is not good, and the contribution of social material capital services to economic growth is decreasing.Based on the above conclusions, this paper explains the reasons for the inefficient operation of social material capital in China from the angle of endogenous and externality, including the dimensions of government function, state-owned enterprise reform, financing environment, fiscal and taxation policy.On this basis, based on the perspective of public administration, this paper designs a policy system to optimize the operational efficiency of social material capital in China, the main content of which includes standardizing the investment behavior of state-owned social material capital.Optimize the financing environment of the material capital of the private society and control the social material capital of the foreign capital reasonably.Theoretical research will ultimately be used to guide practice.In order to analyze the reasons for the inefficient operation of social material capital in China, it is necessary to deeply understand the public administration in macro-economic regulation, regional economic regulation, micro-economic control and state-owned resource management.Planning and organizing the implementation of large-scale national economic construction projects such as the important role.To optimize the operation efficiency of social material capital, it is necessary to give full play to the functions of "limited administration", "service administration" and "administrative supervision" of public administration to the operation of social material capital.It is important to design reasonable public administration policy system to improve the efficiency of social material capital operation.In the long run, it is necessary to deepen the reform of state-owned enterprises through the function of public administration, clearly define the government job boundaries, provide a good financing environment for the operation of the material capital of the private society, and reasonably control the operation of the social material capital of foreign capital.In order to build a comprehensive, stable, long-term public policy system, realize the optimization of social material capital operation efficiency.
