唐山市曹妃甸区政府绩效评估现状与问题研究

【摘要】:自上世纪八十年代以来,在西方新公共管理思想的影响下,我国不少地方政府开展了绩效评估实践,出现了目标责任制、效能建设、群众评价政府等多种绩效评估的方式。但由于政治体制改革其它方面的落后,使不少地方的政府绩效评估工作看似热闹,实则效果差强人意。基于此,有必要对地方政府的绩效评估工作现状进行研究,分析其评估指标体系的构成,分析其绩效评估工作存在的问题,探讨改善政府绩效评估工作的对策。 曹妃甸区是唐山市最年轻的区,既是河北省着力打造的第一增长极,又是发展沿海经济的重要阵地,承担着唐山市经济转型的重任。其自身与全市其它县市有着本质的区别,无论是建设目标、建设内容、建设方法都有其特殊性,对政府绩效的要求也更高。本文在综述国内外相关研究成果的基础上,运用问卷调查与实地考察的研究方法,阐述曹妃甸区政府绩效评估现状,分析存在问题,并对出现问题的原因进行分析,进而探讨曹妃甸区政府绩效评估的对策,帮助曹妃甸区政府绩效评估工作更上一层楼。主要结论如下: 一、政府绩效评估在转变政府职能、提高政府服务质量与管理效率上具有非常重要的作用。政府绩效评估可以让人们对政府绩效水平有更加明确的认识,为政府绩效的提升提供了现实的途径。 二、曹妃甸政府绩效评估实践中,人们对绩效评估的认识、政府绩效评估主体、政府绩效评估制度、政府绩效评估结果影响、政府绩效评估指标构成、政府绩效评估效果都存在一定问题,反映当前我们县一级政府绩效评估还有待改善。 三、要从提高对政府绩效评估重要性认识、推动政府绩效评估主体多样性、提高政府绩效评估指标体系科学、加强政府绩效评估结果运用和完善政府绩效评估保障制度等几个方面,完善提高县级政府绩效评估的水平。 希望本文的研究对全国其它县级政府的建设及其绩效评估工作改善具有一定的参考借鉴作用,同时也对今后进一步促进政府部门的绩效管理发挥作用。
[Abstract]:Since the eighties of the last century, under the influence of the western new public management thought, many local governments in our country have carried out the practice of performance evaluation, and many kinds of performance evaluation methods have appeared, such as target responsibility system, efficiency construction, mass evaluation of government and so on. However, due to the backwardness in other aspects of political system reform, many local government performance evaluation work seems lively, but the effect is not satisfactory. Based on this, it is necessary to study the present situation of the performance evaluation of local government, analyze the composition of its evaluation index system, analyze the problems existing in its performance evaluation, and discuss the countermeasures to improve the performance evaluation of the government. Caofeidian District is the youngest district in Tangshan City. It is not only the first growth pole of Hebei Province, but also the important position of developing coastal economy. Its own and other counties and cities in the city have the essential difference, regardless of the construction goal, the construction content, the construction method all has its particularity, the request to the government performance is also higher. On the basis of summarizing the related research results at home and abroad, this paper expounds the present situation of the performance evaluation of the government in Caofeidian District, analyzes the existing problems, and analyzes the causes of the problems by using the research methods of questionnaire and field investigation. Then the paper probes into the countermeasures of the performance evaluation of the Caofeidian district government, and helps the government performance evaluation work of the Caofeidian district to a higher level. The main conclusions are as follows: First, government performance evaluation plays an important role in transforming government functions, improving government service quality and management efficiency. Government performance evaluation can make people have a clearer understanding of the level of government performance, and provide a practical way for the improvement of government performance. Second, in the practice of government performance evaluation in Caofeidian, people's understanding of performance evaluation, the main body of government performance evaluation, the government performance evaluation system, the influence of government performance evaluation results, the composition of government performance evaluation index; There are some problems in the effect of government performance evaluation, which reflects that our county level government performance evaluation still needs to be improved. Third, we should improve the understanding of the importance of government performance evaluation, promote the diversity of government performance evaluation subjects, and improve the scientific index system of government performance evaluation. Strengthen the application of the government performance evaluation results and improve the government performance evaluation security system and improve the level of county government performance evaluation. It is hoped that the research in this paper can be used as a reference for the construction and performance evaluation of other county-level governments in China, and it will also play a role in promoting the performance management of government departments in the future.
