政务微博管理绩效评估体系研究

【摘要】:新公共管理运动推动了政府部门绩效管理的发展,使政府开始注重结果,重视服务质量和顾客满意度,强调以人为本,新媒体的发展把服务型政府建设推向了新的发展阶段,特别是近几年,微博的迅速发展为政务微博的迅速繁荣提供了重要的条件,为政府在新媒体上为公众提供公共服务搭建了便捷的平台。 本研究对电子政务和政务微博的功能做比较分析,既找出它们的相似功能,也分析它们的差异,然后以电子政务绩效评估和我国现阶段政务微博管理状况为结合点,探索研究政务微博管理绩效评估对现有电子政务绩效评估方法的借鉴和调整,并根据服务型政府建设的需要和政务微博的功能定位,,运用常用的绩效评估方法和评估工具,建立一套适用于政务微博管理绩效评估的指标体系,并运用层次分析法计算出各指标的权重,最后为保障政务微博管理绩效评估的持续性和规范化,对政务微博管理绩效评估的制度化进行了简要的探索,形成适合于政务微博管理绩效评估的一套体系,对服务型政府的建设以及促进和指导我国政务微博的健康发展有着一定的意义。
[Abstract]:The movement of new public management has promoted the development of government performance management, which makes the government begin to pay attention to results, pay attention to service quality and customer satisfaction, emphasize people-oriented. The development of new media has pushed the construction of service-oriented government to a new stage of development. Especially in recent years, Weibo's rapid development has provided important conditions for the rapid prosperity of the government, and built a convenient platform for the government to provide public services to the public in the new media. This study makes a comparative analysis of the functions of E-government and E-government Weibo, finds out their similar functions and analyzes their differences, and then takes the e-government performance evaluation and the current state of our country's state of government Weibo management as the combination point. Based on the needs of the construction of service-oriented government and the functional orientation of the government, this paper explores and studies the reference and adjustment of the existing e-government performance evaluation methods of Weibo's management performance evaluation, and applies the commonly used performance evaluation methods and evaluation tools according to the needs of the service-oriented government construction and the functional positioning of the government's Weibo. Set up a set of index system suitable for government administration Weibo management performance evaluation, and use analytic hierarchy process to calculate the weight of each index. Finally, in order to ensure the sustainability and standardization of the government Weibo management performance evaluation, This paper makes a brief exploration on the institutionalization of the performance evaluation of administrative management of Weibo, and forms a set of system suitable for the appraisal of the performance of the government administration of Weibo. It has certain significance to the construction of service-oriented government and to promote and guide the healthy development of Chinese government affairs Weibo.
