【摘要】：改革开放以来,我国政府社会管理经历了从管制到管理,再到治理的发展过程,政府社会管理在治理理念、治理主体、方式方法、体制机制等方面也不断创新。作为国家治理的重要组成部分,政府社会治理对于实现国家治理体系和治理能力现代化具有重要意义。我国政府社会管理具有国内外的双重渊源。改革开放初期正值西方新公共管理运动的兴起,而西方社会管理的相关理论与历史经验为我国政府社会治理提供了借鉴。除此之外,我国传统的儒墨道法等四家的社会管理经验、马克思主义经典作家的社会管理思想及我国主要领导人的治理理念亦能够指导政府社会治理的进一步完善。十八大报告明确提出了“党委领导、政府负责、社会协同、公众参与、法治保障”的社会管理格局,但我国政府社会治理在其协同作用以及应对社会不稳定因素方面还存在一些不足,这不仅是社会治理主体落实不到位的结果,也是社会管理体制落后的必然。当前,政府理应总结近年来在社会治理创新上的经验,结合党的十八届三中全会相关精神,进一步转变职能,改进社会治理方式,激发社会组织活力,以此实现良治。同时,创新有效预防和化解社会矛盾机制,健全公共安全体系,为政府社会治理提供更好的社会环境及体制机制的保障,从而使政府社会治理向现代化发展。
[Abstract]:Since the reform and opening up, our government social management has gone through the process of development from control to management, and then to governance. Government social management has been innovating in the aspects of governance concept, main body of governance, ways and methods, institutional mechanism and so on. As an important part of national governance, government social governance is of great significance to realize the modernization of national governance system and governance ability. The government social management of our country has the double origin at home and abroad. The beginning of reform and opening to the outside world coincides with the rise of the new public management movement in the West, and the relevant theories and historical experiences of the western social management provide a reference for our government's social governance. In addition, the social management experience of the four traditional Confucian, Mohist and Taoist schools, the social management thoughts of Marxist classical writers and the governance ideas of the main leaders of our country can also guide the further improvement of the government's social governance. The report of the 18th National Congress clearly proposed a social management pattern of "the leadership of the Party committee, the responsibility of the government, social coordination, public participation, and the guarantee of the rule of law." However, there are still some deficiencies in government social governance in its synergistic effect and coping with social instability factors, which is not only the result of the lack of implementation of the main body of social governance, but also the necessity of backward social management system. At present, the government should sum up the experience in the innovation of social governance in recent years, combine with the related spirit of the third Plenary session of the 18th CPC Central Committee, further change the function, improve the way of social governance, stimulate the vitality of social organization, so as to realize good governance. At the same time, we should innovate and effectively prevent and resolve the social contradictions, perfect the public security system, provide better social environment and institutional mechanism for the government social governance, and make the government social governance develop towards modernization.
