基于区域视角的现代民政工作绩效实证研究

【摘要】：民政工作与公民的切身利益息息相关,一直是我国政府公共管理和社会服务的一项重要职能。但随着社会经济发展,传统的民政理念和方式已经不能满足我国公民物质精神生活的更高需求,这无疑给民政工作提出了更大的挑战,这就要求我国应尽快由传统民政向现代民政转变。现代民政绩效评估是对现代民政工作的绩效进行评价和分析,是现代民政管理工作的重要组成部分,其评估结果为改进民政工作和提高民政服务能力提供了有利的依据。本文在对现代民政相关的理论体系进行梳理和分析的基础上,对我国现代民政的内涵、内容和特征进行了深入分析,并且充分借鉴国内外民政绩效评估实践和经验,运用“投入一产出一效益”的逻辑框架构建了现代民政绩效评估指标体系,通过专家会议法确定了最终的评估指标。由于受个人能力和时间的限制,本文最终选取8个关键指标对全国31省的民政工作绩效进行了实证分析,通过数据分析发现了我国民政工作中的相关问题,并且据此提出了提高现代民政绩效水平的建议。
[Abstract]:Civil affairs work is closely related to the vital interests of citizens and has always been an important function of our government's public administration and social services. However, with the development of social economy, the traditional concept and method of civil affairs can no longer meet the higher demands of our citizens' material and spiritual life, which undoubtedly poses a greater challenge to the work of civil affairs. This requires that our country should change from traditional civil administration to modern civil administration as soon as possible. Modern civil affairs performance evaluation is to evaluate and analyze the performance of modern civil affairs work, is an important part of modern civil administration work, its evaluation results provide a favorable basis for improving civil affairs work and enhancing the capacity of civil affairs services. On the basis of combing and analyzing the theoretical system related to modern civil affairs, this paper makes a deep analysis of the connotation, content and characteristics of modern civil affairs in China, and fully draws lessons from the practice and experience of civil affairs performance evaluation at home and abroad. Using the logical framework of "input-output-benefit", a modern civil affairs performance evaluation index system is constructed, and the final evaluation index is determined by expert meeting method. Due to the limitation of personal ability and time, this paper finally selects 8 key indicators to analyze the civil affairs performance of 31 provinces in China, and finds out the relevant problems in civil affairs work in China through the data analysis. On the basis of this, some suggestions are put forward to improve the performance level of modern civil affairs.
