武汉市百步亭社区治理结构研究

【摘要】：21世纪以来，社区建设和社区治理的话题一直为理论界和学术界所关注。社区是当代人生活的基本单元，也是城市建设的基础。在民政部开展社区建设活动以来，我国出现了各种社区治理的模式，其中百步亭社区作为全国知名的优秀社区，有其独特的研究价值。多中心治理理论作为公共管理学科领域的前沿理论，，并且对我国城市社区治理具有重要的指导作用。本文首先对社区、城市社区的概念进行界定，然后探讨了城市社区的发展、城市社区治理的一般模式。进而，在回顾美国、加拿大以及我国武汉市武昌区、杭州市和北京市的社区治理实践经验的基础上，运用文献分析法、问卷调查法、比较分析法、专项访谈，对百步亭社区发展的历史进程、社区治理的各个主体、社区治理的方式以及社区治理的成果进行了系统分析，剖析了百步亭社区治理的组织结构、社区治理主体以及社区公共服务的提供。在现阶段，百步亭社区治理模式对其他社区的建设积累了许多成功的经验，但也有一定的局限性。参考多中心治理理论发现，百步亭社区治理的各个主体存在不平等的问题。党组织、政府职能部门、企业三个治理主体在百步亭社区治理中发挥着重要的作用，但社区居民的参与度不高，参与渠道不足，社区公共活动的形式存在缺陷，社区内第三部门发育严重不足。百步亭社区治理模式初步显示出多中心的态势，但距离社区治理的“善治”目标仍有很大的距离，需要进一步的努力。根据百步亭社区治理模式的不足，本文针对性的提出了四点措施建议，即拓宽社区居民的参与面，提高社区居民的参与热情；积极培育第三部门和其他社区组织；丰富社区服务的内涵，加强对社区工作着队伍建设；加强社区软环境建设，培育社区共同体。
[Abstract]:Since the 21 st century, the topic of community construction and community governance has been concerned by theorists and academicians. Community is the basic unit of contemporary people's life and the foundation of urban construction. Since the Ministry of Civil Affairs carried out community construction activities, there have been various modes of community governance in China, among which the Baibuting community, as a well-known outstanding community in the country, has its unique research value. As a frontier theory in the field of public management, polycentric governance theory plays an important role in guiding urban community governance in China. This paper first defines the concept of community and urban community, and then discusses the development of urban community and the general mode of urban community governance. Furthermore, on the basis of reviewing the practical experience of community governance in Wuchang District, Hangzhou City and Beijing City of Wuhan City, China, literature analysis method, questionnaire survey method, comparative analysis method and special interview are used. This paper systematically analyzes the historical process of community development, the main body of community governance, the ways of community governance and the results of community governance, and analyzes the organizational structure of community governance in Baibuting. At the present stage, the community governance model of Baibuting has accumulated many successful experiences for the construction of other communities, but it also has some limitations. Referring to the theory of polycentric governance, it is found that the main bodies of community governance in Baibu Pavilion are unequal. Party organizations, government functional departments and enterprises play an important role in the community governance of Baibu Pavilion, but the participation of community residents is not high, the participation channels are insufficient, and the form of community public activities has defects. The third sector in the community is severely underdeveloped. The community governance model of Baibuting shows the trend of multi-center initially, but it is still far from the goal of "good governance" of community governance, and needs further efforts. According to the shortcomings of the Baibuting community governance model, this paper puts forward four measures, that is, to broaden the participation of community residents, improve the enthusiasm of community residents, actively cultivate the third sector and other community organizations; Enrich the connotation of community service, strengthen the construction of community work team, strengthen the construction of community soft environment, cultivate community.
