城市转型发展的行政统筹研究

【摘要】：改革开放以来,我国城市发展进入关键时期,许多城市在人口规模、建设用地面积、经济产值,城市基础设施条件等方面均保持了持续快速发展的态势,城市各项功能不断完善,城市经济实力和城市现代化程度水平得到了极大的提高,城市形象发生了翻天覆地的变化,城市的中心地位及其对周边地区的影响力、带动力、辐射力、吸引力也日益增强。与此同时,我国城市的发展也正面临着越来越严峻的资源与环境限制,城市生活环境质量不断下降、城市社会利益矛盾和社会分极化现象突出、城郊城乡差距拉大、在全球化竞争中城市发展定位和方向不明确、城市之间无序竞争、盲目开发建设以及计划经济体制影响着我国城市发展的方向。在城市发展中,速度与效益、外延与内涵、数量与质量、生产与生活等城市发展的基本内容不协调、不匹配、不同步,成为当前城市转型的背景和对城市行政统筹能力建设的现实要求。虽然经济、政治体制改革不断深入,确实使我国行政统筹能力得到不断提升,但在城市转型背景下城市政府所面临的领导环境、领导对象也正在发生着全面而深刻的变化。全球化的发展和我国社会主义市场经济的体制的逐步确立和完善,使得社会利益关系日趋多元化,各种社会矛盾和冲突日益突出,暴露出了在城市公共治理领域政府行政统筹能力的不足。 “十二五”期间是我国城市发展的重要时期,我国将有超过50%的人口生活在城市中,成为真正的城市型社会。在这一关键时期,城市转型伴随城市发展不断推进。从城市发展的角度看,城市发展的历史就是城市转型的过程。随着全球化的快速推进、新技术的广泛应用以及资源与环境压力的日益加大,在世界范围内兴起了新一轮的城市转型热潮,我国的城市发展也进入了一个总体转型的新阶段。城市能否顺利实现转型发展,不仅影响着国家整体经济社会转型的顺利实现,也决定着城市自身与国家整体竞争力的提升。城市化所推动的城市内涵和外延的深度转型,从根本上改变了城市领导者的外部领导环境,城市转型不仅加大了城市公共管理的风险性,同时也使转型背景下的行政统筹研究面临着前所未有的新挑战。行政统筹能力是城市领导者应该具备的最主要能力。推动城市科学发展尤其需要城市领导者提升行政统筹能力。在这一重要、深刻的城市转型发展时期,城市领导者必须认清形势,把握机遇,切实推动城市发展方式转变,实现城市安全运行、高效运行、生态运行、和谐运行、清洁运行、节约运行,促进城市科学发展,是各级城市领导者义不容辞的责任。
[Abstract]:Since the reform and opening up, China's urban development has entered a critical period, many cities in the population size, construction land area, economic output value, urban infrastructure conditions and other aspects have maintained a sustained and rapid development situation. The various functions of the city have been continuously improved, the economic strength of the city and the level of urban modernization have been greatly improved, the image of the city has undergone earth-shaking changes, the central position of the city and its influence on the surrounding areas, driving force, The radiation force, the attraction also increases day by day. At the same time, the development of cities in China is also facing more and more severe resource and environmental constraints, the quality of urban living environment is declining, the contradiction of urban social interests and social polarization is prominent, and the gap between urban and rural suburbs is widening. In the globalization competition, the orientation and direction of urban development are not clear, the disordered competition among cities, blind development and construction, and planned economy system affect the direction of urban development in China. In urban development, the basic contents of urban development, such as speed and benefit, extension and connotation, quantity and quality, production and daily life, are not coordinated, matched and synchronized. It has become the background of the current urban transformation and the realistic requirement of the urban administration overall planning capacity construction. Although the reform of economic and political system is deepening, the ability of administrative coordination has been improved, but under the background of urban transformation, the leading object of urban government is also undergoing comprehensive and profound changes. With the development of globalization and the gradual establishment and perfection of the socialist market economy system in our country, the social interest relations are becoming more and more diversified, and various kinds of social contradictions and conflicts are becoming more and more prominent. Exposed in the field of urban public governance government administrative capacity deficiencies. The 12th Five-Year Plan is an important period for the development of cities in China. More than 50% of the population in China will live in cities and become a real city-oriented society. In this critical period, urban transformation is accompanied by the continuous development of the city. From the perspective of urban development, the history of urban development is the process of urban transformation. With the rapid development of globalization, the extensive application of new technology and the increasing pressure of resources and environment, a new round of urban transformation upsurge has emerged all over the world, and the urban development of our country has entered a new stage of overall transformation. Whether the city can realize the transformation and development smoothly not only affects the smooth realization of the country's overall economic and social transformation, but also determines the promotion of the city itself and the overall competitiveness of the country. The deep transformation of urban connotation and extension promoted by urbanization has fundamentally changed the external leadership environment of urban leaders. Urban transformation has not only increased the risk of urban public management. At the same time, under the background of transformation, administrative planning research is facing unprecedented new challenges. The administrative overall planning ability is the most important ability that the city leader should have. To promote urban scientific development, urban leaders need to enhance the ability of administrative coordination. In this important and profound period of urban transformation and development, city leaders must clearly understand the situation, seize the opportunity, effectively promote the transformation of urban development mode, and realize the safe operation, efficient operation, ecological operation, harmonious operation and clean operation of the city. It is the unshirkable responsibility of city leaders at all levels to save operation and promote the development of urban science.
