澳大利亚政府购买医疗卫生服务的实践及对我国的启示

【摘要】：澳大利亚在传统"福利国家"走向衰落和新公共管理改革的影响下,政府与医院、全科医疗诊所、社区卫生服务机构之间建立了"购买"关系,形成了包括筹集资金、竞争性购买、政府付费及监督与评价4个环节在内的较为完善的政府购买医疗卫生服务运行机制,表现出了较强的公平性、高效性和完整性。本文结合澳大利亚的实践经验,总结了中国政府购买医疗卫生服务中存在的主要问题,旨在为中国政府购买医疗卫生服务机制的建构提供启示。
[Abstract]:Under the influence of the decline of the traditional "welfare state" and the new public management reform, Australia has established a "buy" relationship between the government and hospitals, general health clinics, community health services, which includes raising funds. Competitive purchase, government payment and supervision and evaluation of the four links of the relatively perfect government purchase of medical and health services operating mechanism, showing a strong fairness, high efficiency and integrity. Based on the practical experience of Australia, this paper summarizes the main problems existing in the purchase of medical and health services by the Chinese government, in order to provide enlightenment for the construction of the mechanism for the purchase of medical and health services by the Chinese government.
