H省国税局部门负责人绩效考核研究

【摘要】:随着公共服务意识的不断加强,现在的政府部门越来越希望用实际行动促进行政效率的提升和管理能力的提高,能否达成所愿则与政府部门中的工作人员密切相关。这实质上是对从事公共管理事务的相关人员提出了更高的标准。这些新标准就成为了政府部门实现期冀目标的关键。现有的检验方式多为依据《中华人民共和国公务员法》进行的年度绩效考核,然而这种考核模式的内容线条过粗、不具备针对性,,难以在实践中达到考核的预期效果,甚至在某种程度上失去了它的实用价值。由此可见,政府部门组成人员的绩效考核方式亟待改进。 本文选取H省国税局部门负责人作为政府成员绩效考核的研究对象,是要从小处入手,通过这个有代表性的群体,寻求改进公务员绩效考核的新路径,进而实现政府绩效的全面提升。文中对H省国税局部门负责人绩效考核存在的问题及成因进行深入剖析,在充分考虑相关影响因素后筛选出合适的绩效考核指标,以模糊综合评判法为基础构建考核模型,将考核指标进行量化,运用数学方法得出数值型的考核结果,之后采用具体数据说明模型的应用方法,并用结果比较的方式展现新型考核的优势,为其在实际执行过程中的操作提供指导和依据,最后为确保H省国税局部门负责人绩效考核的顺利实施提出对策建议。
[Abstract]:With the continuous strengthening of public service consciousness, the government departments now more and more hope to use practical actions to promote the improvement of administrative efficiency and management ability. Whether or not they can achieve their wishes is closely related to the staff in the government departments. This is essentially a higher standard for those involved in public administration. These new standards have become the key to achieving the desired goals of government departments. Most of the existing inspection methods are the annual performance appraisal according to the Civil servant Law of the people's Republic of China. However, the content of this appraisal model is too thick and has no pertinence, so it is difficult to achieve the expected effect in practice. Even lost its practical value to some extent. Thus, the performance evaluation of government sector personnel needs to be improved. In this paper, the head of the Department of Internal Revenue of H Province is chosen as the research object of the performance appraisal of government members. It is necessary to start from a small place, through this representative group, to seek a new way to improve the performance appraisal of civil servants. And then achieve the overall improvement of government performance. In this paper, the problems and causes of the performance appraisal of the head of the department in charge of the Department of Internal Revenue of H province are deeply analyzed. After fully considering the relevant factors, the appropriate performance appraisal index is selected, and the evaluation model is constructed on the basis of the fuzzy comprehensive evaluation method. The evaluation index is quantified and the numerical evaluation result is obtained by mathematical method. Then the application method of the model is explained by the concrete data, and the advantages of the new type assessment are demonstrated by the method of comparing the results. It provides guidance and basis for the operation in the actual implementation process and finally puts forward some countermeasures and suggestions to ensure the smooth implementation of the performance appraisal of the head of the Department of Internal Revenue of H Province.
