青岛市公共体育场地设施供给现状与对策研究

【摘要】：近年来,青岛市体育事业蓬勃发展,群众体育、竞技体育、体育产业三架马车齐头并进,呈现出一片繁荣的景象。其中,作为群众体育发展的前提和基础,青岛市公共体育场地设施建设也取得丰硕成就,建设了一大批高规格的公共体育场地,健身路径和健身设施,场地设施数量和面积均呈较快增幅,场地设施布局也日趋合理,体育场地设施建设与管理法治化建设取得实质性进展等。本文利用实地数据,经过系统分析,展现了青岛市近年来在公共体育场地设施方面所取得的突出成绩。但是,随着国家体育政策向群众体育倾斜以及大力发展民生事业的需要,青岛市在公共体育场地设施供给方面还不能满足人民群众日益增长的健身需要,在建设与管理方面还存在着诸多问题与不足,一是后期维护投入不足,维护维修问题突出；是部分大型体育场地商业化严重,门槛过高：三是规划设计还不够合理：四是学校场地开放利用率不足。通过与发达国家和国内先进城市相比,在上述方面还存在较大差距。通过列举发达国家和国内先进城市的做法和实例,本文为青岛市公共体育场地发展指出了追赶的目标。本文在详细分析总结青岛市公共体育场地发展主要问题的同时,又不妄自菲薄,分析了青岛市发展群众体育的优势之处,如自然环境优势、经济基础优势、体育品牌优势、群众基础优势等。运用公共管理理论分析了影响青岛市公共体育场地设施发展的因素,包括政府与市场的关系,公共政策执行情况,公民社会缺失,教育体育分离的体制等,有针对性的提出加快青岛市公共体育场地设施发展的对策：一是要加大后期投入,凸显公共体育场地公共服务功能；是要坚持以人为本的思想,规划设计多层次的公共体育场地;三是要大力提高现有体育场地的利用率：四是要保留城市特色,因地制宜发展特色群众体育项目。面对群众体育前所未有的发展机遇,青岛市在公共体育设施方面还需要不断摆脱发展中的桎梏,解决前进中存在的问题与困难,实现可持续发展。本研究从分析青岛市公共体育场地设施供给现状出发,总结其发展特点和存在的问题。并通过与发达国家和国内先进城市的对比,解析青岛市存在的优势与差距,有针对性的提出加快青岛市公共体育场地设施发展的对策和建议,具有一定的现实意义。
[Abstract]:In recent years, the sports cause of Qingdao is booming, the mass sports, competitive sports and sports industry are advancing side by side, showing a prosperous scene. Among them, as the prerequisite and foundation for the development of mass sports, the construction of public sports venues and facilities in Qingdao has also made substantial achievements, and a large number of high standard public sports venues, fitness paths and fitness facilities have been built. The number and area of the facilities are increasing rapidly, the layout of the facilities is becoming more and more reasonable, and the construction of sports venues and facilities has made substantial progress in the legal construction of management, etc. Based on the field data and systematic analysis, this paper shows the outstanding achievements of Qingdao in the field of public sports facilities in recent years. However, with the national sports policy in favour of mass sports and the need to vigorously develop the cause of people's livelihood, Qingdao has not yet been able to meet the growing fitness needs of the people in terms of the provision of public sports venues and facilities. There are still many problems and deficiencies in construction and management. One is the insufficient maintenance investment in the later period, the prominent maintenance and maintenance problem, and the serious commercialization of some large-scale sports venues. The threshold is too high: third, planning and design is not reasonable; fourth, the school site open utilization rate is insufficient. Compared with developed countries and domestic advanced cities, there is still a big gap in the above aspects. By enumerating the practices and examples of developed countries and advanced cities in China, this paper points out the goal of catching up for the development of public sports venues in Qingdao. This paper analyzes and summarizes the main problems in the development of public sports venues in Qingdao, and at the same time, analyzes the advantages of the development of mass sports in Qingdao, such as the advantages of natural environment, economic base, and sports brand. Basic advantages of the masses, etc. Based on the theory of public management, this paper analyzes the factors influencing the development of public sports facilities in Qingdao, including the relationship between government and market, the implementation of public policies, the lack of civil society, the system of separation of education and sports, etc. The countermeasures of speeding up the development of public sports facilities in Qingdao are as follows: first, to increase the investment in the later stage, to highlight the public service function of the public sports venues, and to adhere to the idea of "people-oriented". Planning and designing multi-level public sports venues; third, improving the utilization rate of existing sports venues; fourth, retaining urban characteristics and developing characteristic mass sports events according to local conditions. Facing the unprecedented development opportunity of mass sports, Qingdao also needs to get rid of the shackles in the development of public sports facilities, solve the problems and difficulties existing in the progress, and realize the sustainable development. Based on the analysis of the present situation of the public sports facilities supply in Qingdao, this paper summarizes its development characteristics and existing problems. By comparing with developed countries and domestic advanced cities, it is of practical significance to analyze the advantages and differences existing in Qingdao, and to put forward countermeasures and suggestions to accelerate the development of public sports venues and facilities in Qingdao.
