深圳宝安国际机场警务工作标准化建设研究

【摘要】：随着社会的发展与时代的进步,人民群众对于公安警务工作的开展提出了更高的要求。有效提升现代警务工作的精细化、标准化程度,成为了公安工作在新时期实现跨越式发展的必然要求。公共管理作为现代管理科学四大分支之一,越来越为社会所重视。将现代警务工作与公共管理相结合,以公共管理的视角探究警务工作标准化建设,对于破解警务发展瓶颈,将具有重要意义。本研究以深圳宝安国际机场为研究对象,以实地调查法、人物访谈法为研究方法,以深圳机场航班延误处置及空防安全监管工作标准化建设为主要研究内容,详细分析深圳机场公安机关目前警务标准化建设的现状及存在困境,并结合深圳机场实际提出有针对性的警务标准化发展路径。本研究得出的主要结论包括:1.目前深圳宝安国际机场警务标准化建设主要涉及空防安全监管及航班延误警情处置工作。取得的成果主要包括《深圳机场空防安全检查管理流程》、《深圳机场控制区通行证制发管理规定》以及《航班延误应急支援力量工作规范》等在内的十余篇工作流程及规范操作手册。通过这些标准的制定与执行,有效改善了深圳机场执法效率不足、执法方式粗放、执法规则不明以及执法程序缺位等警务工作的困境。2.深圳机场警务标准化建设虽然取得了良好的效果,但仍存在一定不足:一是标准难设定。民航警务工作是一项复杂的社会管理工作,既具有传统公安警务工作的特点,又具有民航专业特色,难以制定协调统一的警务标准。二是标准难执行。在民航特色的警务工作中,如空防安全管理及航班延误警情处置工作,由于我国相关法律法规的不健全,造成执法过程中自由裁量权较大,标准难以统一执行。三是标准难评估。由于民航警务工作的特殊性,难以对执行警务标准的效果进行科学、客观评估。3.促进深圳机场警务标准化建设发展的路径主要包括:不断丰富民航警务标准化建设的内容及形式;加强民航警务标准化建设的培训力度;建立健全民航警务标准化建设的管理水平。
[Abstract]:With the development of the society and the progress of the times, the people have put forward higher demands on the public security and police work. It is an inevitable requirement for the improvement of the modern police work and the degree of standardization. As one of the four branches of modern management science, the public management is one of the major branches of the modern management science. It will be of great significance to combine modern police work with public management and explore the standardization of police work in the perspective of public management. It will be of great significance to solve the bottleneck of police development. This study takes Shenzhen Baoan International Airport as the research object, field investigation method, person interview method as the research method, and Shenzhen Airport The standardization construction of flight delay disposal and air defense safety supervision work is the main research content. The present situation and difficulties of the construction of police standardization in Shenzhen airport public security organs are analyzed in detail, and the targeted development path of policing standardization is put forward in Shenzhen airport. The main conclusions of this study include: 1. now Shenzhen Baoan international airport police standardization construction mainly involves air defense safety supervision and flight delay police disposition. The results mainly include < Shenzhen airport air defense safety inspection management process > < Shenzhen Airport Control Area passport control regulations > and < flight delay emergency support force work specification > and so on more than ten workers. Through the formulation and implementation of these standards, these standards have effectively improved the shortage of law enforcement efficiency in Shenzhen airport, extensive law enforcement, unidentified law enforcement rules and the absence of law enforcement procedures,.2. Shenzhen airport police standardization construction has achieved good results, but there are still some shortcomings: 1 The standard is difficult to set.
