公共管理视角下改进港口国监督管理工作的研究

【摘要】：随着国际航运业的迅速发展,国际航行船舶数量及总吨数在不断增加,船舶安全营运和防止船舶污染海洋环境显得越来越重要。但由于各国的经济发展水平差异较大,各个国家船旗国监督管理的水平也参差不齐,很难保证相关公约标准的统一实施,这样港口国监督检查作为船旗国监督管理的补充和延续就显得更有必要,港口国监督的作用日渐凸显,其有力的督促船舶严格执行有关国际公约,执行有关安全和防污染的标准要求,进一步消除低标准船舶参加营运,保证了船舶和海洋环境安全。我国以1985年开始开展港口国监督检查工作,通过近30多年的努力,取得长足的发展,但随着国际航运业的突飞猛进,政府职能的深化,现有的管理理念与管理模式很难很好的适应行业发展的要求。完善现有管理模式,提升公共服务意识,提高公共服务能力,是目前急需解决的问题。论文在阐述研究背景、研究目的和意义、国内外研究现状及研究方法的基础上,首先界定和阐释了港口国监督管理的相关概念,主要包括港口国监督、船旗国监督、PSC0、缔约国政府、公共管理理论、公共服务理论及政府管理理论等。其次从三个方面阐述提升我国港口国监督管理工作的公共服务能力的必要性,一是适应国际航运业全球化发展的基本要求、二是建设四型海事的基本要求、三是建设服务型政府的基本要求。再次剖析了我国港口国监督管理的现状,主要从人员的服务能力、服力意识、资源的合理使用、信息化的运用、信息公开等方面进行分析。最后根据存在的问题提出提升我国港口国监督管理工作公共服务能力的相关建议。
[Abstract]:With the rapid development of the international shipping industry, the number and total tonnage of international navigation ships are increasing. It is more and more important for the safe operation of ships and the prevention of marine environment pollution. However, due to the large differences in the level of economic development among countries and the uneven level of supervision and management of flag States in various countries, it is very difficult to ensure the uniform implementation of the standards of the relevant conventions. In this way, port state supervision and inspection, as a supplement and continuation of flag State supervision and management, is becoming more and more necessary, and the role of port state control is becoming increasingly prominent, and it has the power to urge ships to strictly implement relevant international conventions. The implementation of safety and pollution prevention standards further eliminates the participation of sub-standard ships in operation and ensures the safety of ships and marine environment. In 1985, China began to carry out port state supervision and inspection work. Through nearly 30 years of efforts, China has made great progress, but with the rapid development of the international shipping industry and the deepening of government functions, The existing management concepts and management models are difficult to meet the requirements of industry development. It is urgent to improve the existing management mode, enhance the public service consciousness and improve the public service ability. On the basis of expounding the research background, research purpose and significance, the current research situation and research methods at home and abroad, the paper first defines and explains the relevant concepts of port state supervision and management, mainly including port state control. Flag State Supervision PSC0, State Government, Public Administration Theory, Public Service Theory and Government Management Theory, etc. Secondly, the necessity of improving the public service capacity of port state supervision and management in China is expounded from three aspects. One is the basic requirement of adapting to the globalization of international shipping industry, the other is the basic requirement of building a four-type maritime industry. Third, the basic requirements of building a service-oriented government. This paper analyzes the current situation of port state supervision and management in China, mainly from the aspects of personnel's service ability, service consciousness, rational use of resources, application of information, information disclosure, and so on. Finally, some suggestions are put forward to improve the public service capacity of port state supervision and management.
