服务型政府视角下的乡镇政府行政管理体制改革研究

【摘要】：党中央明确提出的建设服务型政府的政府改革目标，是在国际社会政治、经济、文化高速发展的背景下国内政治经济社会发展需求的必然结果。乡镇政府是我国基层政府，处在一线的乡镇政府职能与我国经济社会发展密切相关。为满足我国新农村建设的需要，乡镇政府必须从自身改革着手，改变以往陈旧落后的观念，树立符合时代潮流的服务型政府理念，才能为农村建设提供符合群众需要的公共服务和公共产品。同时我们也要清楚的看到，农村税费改革虽然为农民减轻了大量经济负担，但是这把双刃剑也严重影响了乡镇基层政府的财政收入。缺乏财政收入来源的基层政府在财政运行困难的情况下很难为农村经济社会发展提供必要的公共管理和公共服务。本文结合国内服务型政府建设的政治背景，联系乡镇政府财政实际现状，对乡镇政府如何调整政府职能构建服务型政府，摆脱财政危机困境，改善政府运行机制，为农村提供合适的公共服务和公共产品进行探讨，以推动乡镇服务型政府的构建。本文共分为五个部分，具体思路如下：第一部分，绪论。主要提出本论文研究的背景。乡镇服务型政府建设势在必行，也与我国新农村建设的需求相呼应。只有实现乡镇政府改革的目标，才能推进我国政治经济社会的全面健康协调可持续发展。第二部分，主要介绍相关理论基础，，包括政府职能理论、服务型政府理论、政府责任理论，以此作为研究乡镇政府职能改革的主要理论基础。第三部分，对我国乡镇政府的沿革进行了归纳和总结，梳理了以政治为中心的全能型乡镇政府、以经济为中心的管理型乡镇政府、以公共服务为中心的服务型政府这三类不同乡镇政府的变迁。第四部分，总结了我国乡镇服务型政府改革面临的问题，并对问题原因及构建服务型政府存在的传统思想障碍、运行机制障碍进行了分析。第五部分，对服务型政府视角下我国乡镇行政体制改革进行探讨，提出乡镇政府转型的基本原则，对当今服务型政府视角下的乡镇政府职能进行了定位，提出了具体改革途径。
[Abstract]:The government reform goal of building a service-oriented government put forward by the Party Central Committee is the inevitable result of the development of domestic political economy and society under the background of the rapid development of international society politics economy and culture. Township government is the basic level government of our country. The function of township government is closely related to the economic and social development of our country. In order to meet the needs of the construction of new countryside in our country, the township government must start from its own reform, change the old and backward ideas, and set up the concept of service-oriented government in line with the trend of the times. Ability for rural construction to meet the needs of the masses of public services and public goods. At the same time, we should also clearly see that the reform of rural taxes and fees has lightened a large number of economic burdens for farmers, but this double-edged sword has also seriously affected the financial revenue of the township grass-roots government. It is difficult to provide the necessary public management and public service for the rural economic and social development under the circumstance of the financial difficulty of the grass-roots government which lacks the source of financial revenue. Based on the political background of domestic service-oriented government construction and the actual financial situation of township government, this paper discusses how to adjust the functions of township government to construct service-oriented government, to get rid of the financial crisis and to improve the operating mechanism of the government. To provide appropriate public services and public goods for the rural areas to promote the construction of rural service-oriented government. This paper is divided into five parts, the specific ideas are as follows: The first part, introduction. The background of this paper is put forward. The construction of service-oriented government in villages and towns is imperative, and the demand of new rural construction in our country is echoed. Only by realizing the goal of township government reform can we promote the overall healthy and sustainable development of our country's political economy and society. The second part mainly introduces the relevant theoretical basis, including the theory of government function, the theory of service-oriented government, the theory of government responsibility, as the main theoretical basis for the study of township government function reform. In the third part, the author summarizes the evolution of the township government, combs the all-purpose township government with politics as the center, and the management township government with the economy as the center. Public service-centered service-oriented government these three different township government changes. The fourth part summarizes the problems facing the reform of service-oriented government in villages and towns in China, and analyzes the causes of the problems and the traditional ideological obstacles and operational mechanism obstacles to the construction of service-oriented government. The fifth part discusses the reform of township administration system in the perspective of service-oriented government, puts forward the basic principles of the transformation of township government, positioning the functions of township government under the perspective of service-oriented government, and puts forward specific ways of reform.
