湖南常德农村饮水供给问题研究

【摘要】：摘要：农村饮水对我国社会的稳定和经济发展的可持续有着重大影响,改善农村饮水供给水平、加大农村饮水工程建设力度,不仅是社会主义新农村建设的需要、也是和谐社会的必然要求。为促进农村饮水供给工程规范化、科学化、发挥工程最大效益,决策和管理方法的科学化、合理化迫在眉睫,要进一步建立适合农村供水工程特点的科学评价体系,优化决策方案。本研究的研究对象为湖南省常德市的农村饮水现状,首先通过新公共管理、新制度经济学、多中心治理以及外部性等理论的介绍为解决湖南农村饮水供给问题提供理论支持。再运用文献资料和实地调研相结合的方法,较为详细的对湖南农村饮水供给现状进行了分析。湖南地区的地理条件所带来的需求差异、供给资金不足以及低效的管理机制是供给效率低下的主要原因。有鉴于此,通过具体问题具体分析,实行差异化供给、拓展筹资渠道和供给主体来提高湖南省农村饮水供给效率。同时,扮演主导角色的政府要做好相应政策改革,并引进竞争机制,为湖南省农村饮水供给提供借鉴。本研究共分五个章节。第一部分绪论,简单对文章的选题意义和研究方法进行了阐述。同时,对农村饮水供给在内的农村公共物品供给的文献综述,首先是对近年来国内外学者在农村饮水供给领域的部分研究成果和观点进行了概括；第二部分主要对其概念以及农村公共物品供给的相关理论进行阐述,通过分析整理农村饮水供给方面的理论和背景,为后文的决策提供理论支撑；第三部分主要对湖南常德农村集中供水管理现状分析,主要是从实地走访统计出的数据和官方文件资料两方面来分析常德市农村地区的饮水供给现状,找出问题和原因,并进行深入剖析；第四部分为解决常德市农村饮水供给问题的原则和具体措施；第五部分为研究结论和展望,是对整篇文章的总结。
[Abstract]:Abstract: rural drinking water has great influence on the social stability and the sustainable economic development of our country. It is not only the need of the construction of new socialist countryside to improve the level of drinking water supply in rural areas, but also to strengthen the construction of rural drinking water projects. It is also the inevitable requirement of a harmonious society. In order to promote the standardization and scientization of rural drinking water supply project, give full play to the maximum benefit of the project, make decisions and management methods scientific and rational, it is urgent to further establish a scientific evaluation system suitable for the characteristics of rural water supply projects. Optimize the decision scheme. The research object of this study is the current situation of rural drinking water in Changde City of Hunan Province. Firstly, through the introduction of the theories of new public management, new institutional economics, multi-center governance and externality, it provides theoretical support for solving the problem of drinking water supply in rural areas of Hunan Province. Using the method of literature and field investigation, the present situation of drinking water supply in rural areas of Hunan was analyzed in detail. The main reasons for the inefficiency of supply are the difference of demand brought by geographical conditions in Hunan province, the shortage of supply funds and the inefficient management mechanism. In view of this, through the concrete analysis of the specific problems, we should carry out differentiated supply, expand the financing channels and supply main body to improve the efficiency of drinking water supply in rural areas of Hunan Province. At the same time, the government that plays the leading role should make the corresponding policy reform and introduce the competition mechanism to provide reference for the rural drinking water supply in Hunan Province. This study is divided into five chapters. The first part of the introduction, a brief introduction to the significance of the topic and research methods. At the same time, the literature review of rural public goods supply, including rural drinking water supply, firstly summarizes some research achievements and viewpoints of domestic and foreign scholars in the field of rural drinking water supply in recent years. The second part mainly explains the concept of rural public goods supply theory, through the analysis of the rural drinking water supply theory and background, for later decision-making to provide theoretical support; The third part mainly analyzes the current situation of rural centralized water supply management in Changde, Hunan Province. It mainly analyzes the current situation of drinking water supply in rural areas of Changde City from the two aspects of the data collected from field visits and official documents, and finds out the problems and causes. The fourth part is the principles and concrete measures to solve the problem of rural drinking water supply in Changde. The fifth part is the conclusion and prospect of the research, which is the summary of the whole article.
