【摘要】：坚持以人为本,提供便捷、高效的社会公共服务是政府部门最重要的职能之一。提升政府部门的绩效管理,保持服务与管理相对人的较高的满意度,成为了社会公共管理最终达到的目标。作为政府公共行政部门之一的交通运输部海事局,担负着政府服务职能就是要服务好水运经济的发展。在海事公共管理工作中提升海事管理的政府绩效,实行政府绩效评估,必然是建设服务型政府的要求所在；是建设水路交通运输现代化,不断转化发展模式的有效途径；也是建设海事行政执法一面旗,不断加强和促进科学管理的主要手段。地方海事局作为交通运输公共行政的主要组成部分,在防止船舶污染水域、确保水上交通运输安全、促进水运经济发展中起到了主导作用。同时,随着我国国内经济社会的迅速发展和对外贸易的不断繁荣与加强,社会大众对水上交通运输安全的要求越来越高,认知度也越来越强。对于如何来运用科学管理的方法筑建更加系统、合理、全面的海事公共管理绩效评估体系,从而促使海事事业的全面协调可持续发展,成为上级主管政府和地方海事部门的现实难题和主要任务。本篇论文试将经实践证明非常成功的企业绩效评估工具即“平衡计分卡”,进行适当的整合和修正,在引入可行性分析的基础上,应用到海事公共管理绩效评估中去,从社会公众满意度、内部流程管理、学习与成长、财务四个维度构筑了以战略管理为中心的绩效评估内部因素、整体框架、体系指标,同时融合了地方海事部门的实际,拟订了详细和具体的实施步骤,客观分析了在运用过程中可能会出现和存在的主要问题与矛盾以及化解的方式方法,为交通运输海事部门公共管理绩效评估引入新的思路与方法,奠定新的基础理论。
[Abstract]:It is one of the most important functions of government departments to insist on people-oriented, provide convenient and efficient social public service. To improve the performance management of government departments and maintain the higher satisfaction of service and management is the ultimate goal of social public management. As one of the government public administration departments, the Maritime Affairs Bureau of the Ministry of Transport is charged with the government service function is to serve the development of waterborne economy. Improving the government performance of maritime management and implementing government performance evaluation in maritime public management are the requirements of building a service-oriented government, and are an effective way to construct waterway transportation modernization and transform the development mode constantly. It is also the main means of building a flag of maritime administrative law enforcement and continuously strengthening and promoting scientific management. As the main part of the public administration of transportation, the local maritime bureau plays a leading role in preventing ships from polluting the waters, ensuring the safety of water transportation, and promoting the development of water transportation economy. At the same time, with the rapid development of China's domestic economy and society and the continuous prosperity and strengthening of foreign trade, the public demand for the safety of water transportation is becoming higher and higher, and the degree of awareness is becoming stronger and stronger. How to use the scientific management method to build a more systematic, reasonable and comprehensive maritime public management performance evaluation system, so as to promote the overall coordinated and sustainable development of maritime affairs, It has become the realistic problem and main task of the superior government and the local maritime department. This paper tries to integrate and revise the enterprise performance evaluation tool "balanced Scorecard", which has been proved to be very successful in practice, and applies it to the performance evaluation of maritime public management on the basis of introducing feasibility analysis. From the four dimensions of social public satisfaction, internal process management, learning and growth, and finance, this paper constructs the internal factors, the overall framework and the system indicators of the performance evaluation centered on the strategic management. At the same time, it integrates the reality of the local maritime sector. Drawing up detailed and concrete implementation steps, objectively analyzing the main problems and contradictions that may arise and exist in the process of application, as well as the ways and means of resolving them, This paper introduces new ideas and methods for public management performance evaluation of transportation and maritime sector, and establishes a new basic theory.
