三明市生物医药产业创新体系运行机制研究

【摘要】：当前，产业经济可持续发展已越来越为世人所关注，如何转变以往的经济发展模式，加强产业创新能力，走创新型发展道路，已经成为全球经济不景气新形势下的共同选择。全球经济一体化的新形势下增强产业创新能力，建设创新型国家是党中央、国务院重大部署和要求。为了深入分析研究三明地区生物医药产业创新体系的运行效能，本文将从公共管理的视角出发，，以英国学者弗里曼等人关于产业创新理论为基础，结合当前国内外医药产业发展现状，以三明地区医药产业为例，采用文献研究、归纳分析、实地调研等方法，在该地区生物医药企业主体、政府、产业环境等进行多方位调研的基础上，深入分析产业创新供给各方内部的产业创新需求，以利益相关者的角度分析三明市生物医药产业创新体系存在的机制问题及其内在根源，找出制约产业发展的原因，并从强化企业在产业创新中主体地位、把握政府职能定位、推进产学研有效结合等方面重新构建良性运转的产业创新体系运行机制,形成产业创新与经济运行规律紧密结合的良好发展格局，以期能真正激发社会各利益群体的创新积极性，充分发挥产业创新驱动作用，进而提升三明地区整个产业创新活力。本论文初步观点为通过引入机制设计理论对产业创新体系运行机制进行考察，全面比较和判断机制的优劣性和运行效果，在找出机制运行不顺畅的内在根源基础上，为政府、企业等主体在经济活动、组织决策、获取信息等行为提供有效的对策建议,在整个创新体系中形成一个协作发展的机制，进而促进各主体在经济社会活动中实现利益最大化，以激发社会各利益群体的创新积极性，全面增强当地生物医药产业创新整体能力。
[Abstract]:At present, the sustainable development of industrial economy has been paid more and more attention by the world. How to change the past economic development model, strengthen the ability of industrial innovation and take the road of innovation-oriented development has become the common choice under the new situation of global economic depression. Under the new situation of global economic integration, it is the important arrangement and requirement of the CPC Central Committee and the State Council to strengthen the industrial innovation ability and build an innovative country. In order to analyze and study the running efficiency of the innovation system of biomedical industry in Sanming area, this paper, from the perspective of public management, will base on the theory of industrial innovation of British scholar Freeman and others. Combined with the current development situation of pharmaceutical industry at home and abroad, taking the pharmaceutical industry in Sanming area as an example, adopting the methods of literature research, inductive analysis, field investigation, etc., in this area, the main body of biomedical enterprises, the government, On the basis of the research on the industrial environment, this paper deeply analyzes the demand for industrial innovation within the supply parties of industrial innovation, and analyzes the existing mechanism problems and internal causes of the innovation system of biomedical industry in Sanming City from the perspective of stakeholders. To find out the reasons that restrict the development of industry, and to re-construct the running mechanism of industrial innovation system from the aspects of strengthening the main position of enterprises in industrial innovation, grasping the position of government function, promoting the effective combination of industry, education and research, etc. In order to stimulate the innovation enthusiasm of the social interest groups and give full play to the driving role of industrial innovation, we can promote the vitality of the whole industry innovation in Sanming area by forming a good development pattern in which the industrial innovation is closely combined with the economic operation law. The primary viewpoint of this paper is to investigate the operating mechanism of industrial innovation system by introducing the theory of mechanism design, to compare and judge the advantages and disadvantages of the mechanism and its effect, and to find out the internal causes of the unsmooth operation of the mechanism. Enterprises and other main bodies provide effective countermeasures and suggestions in economic activities, organization decisions, access to information, and form a cooperative development mechanism in the whole innovation system, thus promoting the main bodies to maximize the benefits in economic and social activities. In order to stimulate the innovation enthusiasm of social interest groups and strengthen the overall ability of local biomedical industry innovation.
