辽宁省三大区域政府间财力差距产生的原因及对策研究

【摘要】:在中国不仅东部和中西部之间存在区域经济差异,一省之内的经济差异也十分明显。虽然世界各国经济发展过程中区域发展差距的存在是普遍现象,但是如果差距在不断加大,则不利于国家整体水平的提高,也制约着经济发达地区的发展,还会危及到民族团结与社会稳定。辽宁省全省经济地域系统的三大板块分别是辽西北地区,沿海经济带和沈阳经济区。三大区域板块不同区域内部各行政区划间存在经济差距,主要是由不同地理环境下资源禀赋差异,社会文化素质差异等各种具体原因导致的实际经济发展差距。并集中反映为经济发达和相对落后的可比性差距。因此,同一省份内,不同区域政府间也存在明显的发展差距。 政府作为公共管理部门,其主要任务是提供公共物品与公共服务,而要想做好这一职能,则需要财力的支持。众所周知,政府财力是政府履行其职能、满足社会公共需要的资金保证,政府财力规模的大小,将影响政府实现其职能或满足社会公共需要的程度,进而对一个国家社会经济的发展与稳定产生了影响。我们需要讨论如何提高政府的财政收入,如何有效利用政府的财政支出,如何更好地通过政策调整转变政府职能等问题,来进一步探讨在经济发展过程中,政府在其中需要发挥的作用。由于辽宁省三大区域板块政府间的财力差异存在较大的差距,因此我们要从三大区域板块财政收入总量、财政支出总量、财政负担差距、政府间实际财力差距、财力发展差距相关性等方面来分析各政府间的财力差异,以使得三大区域间能协调发展,缩小地区发展差距,成为辽宁省经济平稳快速发展的重要推动力。 本文共分为五部分,主要内容是:第一章,绪论部分,着重阐述将辽宁省三大区域政府间财力差距作为研究主题的缘由,介绍辽宁省三大区域政府的划分,说明本文研究的目的意义以及国内外西方经济学有关区域经济差距的理论,同时介绍本文的研究方法有哪些。第二章,政府间财力差异理论及差异程度的判断,通过对政府财力差异的界定,描述经济发展差距、经济管理体制、财政管理体制人口密度与财政供养系数对财力差异的影响,为下文有关辽宁省三大区域政府间财力差异的判断打下理论基础。第三章,采取实证分析方法,通过主要经济指标的比较,找出辽宁省三大区域政府间财力差距与地区经济发展之间的关系。第四章,找出三大区域政府间财力差距产生的原因,包括分析影响三大区域政府间财力差距的财政因素和非财政因素,对有关主要经济指标和人均财力之间的关系进行相关性分析,采用回归法探讨三类地区差距形成的直接原因。第五章,调整辽宁省三大区域政府间财力差距的主要对策,其中包括需要调整的财政政策,以及非财政政策。
[Abstract]:There are not only regional economic differences between eastern China and central and western China, but also obvious economic differences within a province. Although the existence of regional development gap in the process of economic development of various countries in the world is a common phenomenon, if the gap is constantly widening, it will be detrimental to the improvement of the overall level of the country and will also restrict the development of economically developed regions. It will also endanger national unity and social stability. The three major plates of the economic regional system of Liaoning Province are the northwest Liaoning area, the coastal economic belt and the Shenyang economic zone. There is an economic gap between different administrative divisions in different regions of the three major regional plates, which is mainly caused by the difference of resource endowment under different geographical environment, the difference of social and cultural quality, and other specific reasons, such as the gap of actual economic development. And concentrated reflection for the economic development and relative backwardness comparability gap. Therefore, within the same province, there is also a clear development gap between different regional governments. As a public administration department, the main task of the government is to provide public goods and public services. As we all know, the financial resources of the government is the guarantee of funds for the government to perform its functions and meet the public needs of the society. The size of the financial resources of the government will affect the degree to which the government realizes its functions or meets the public needs of the society. And then to a country's social and economic development and stability has an impact. We need to discuss how to increase the government's revenue, how to make effective use of the government's financial expenditure, how to better change the government's function through the policy adjustment and so on, so as to further explore the process of economic development. The role that the government has to play in it. Because there is a large gap in financial resources between the three major regional plates in Liaoning Province, we should take the total financial revenue, the total fiscal expenditure, the financial burden gap, and the actual financial gap between the three major regional plates from the three major regional plates. In order to make the three regions develop harmoniously and narrow the regional development gap, it is an important driving force for the steady and rapid economic development of Liaoning Province to analyze the financial difference between the governments in terms of the correlation of the financial development gap and other aspects, so as to make the three regions develop harmoniously. This paper is divided into five parts, the main content is: the first chapter, the introduction part, focuses on the three regional financial gap of Liaoning Province as the research theme, introduces the division of the three regional governments in Liaoning Province. The purpose and significance of this study and the theory of regional economic disparity in western economics at home and abroad are explained, and the research methods of this paper are also introduced. The second chapter, the theory of intergovernmental financial difference and the judgment of the degree of difference, through the definition of the difference of government financial resources, describes the economic development gap, economic management system, financial management system population density and financial support coefficient on the financial differences. It lays a theoretical foundation for the judgment of the financial difference between the three regions of Liaoning Province. In the third chapter, through the comparison of the main economic indicators, we find out the relationship between the financial gap between the three regions and the regional economic development. The fourth chapter finds out the reasons of the financial gap among the three regions, including the analysis of the financial factors and non-financial factors that affect the financial gap among the three regions. The relationship between the main economic indicators and the per capita financial resources is analyzed and the direct causes of the three types of regional disparities are discussed by using the regression method. Chapter five, the main countermeasures to adjust the financial gap among the three regions in Liaoning Province, including the fiscal policy that needs to be adjusted, and the non-fiscal policy.
