【摘要】：20世纪70年代,新公共管理理论在“盎格鲁—撤克逊”的国家开始兴起,这一理论不仅关注政府层面的治理变革,更重要的是注重地方政府的治理。这主要是由于在社会发展过程中,传统的管理方式和理念已经不能适应社会发展的需要,民众对于管理方式改革的呼声日渐高涨。1989年,世界银行开始使用“治理危机”一词,以区别于传统的“管理”,“治理”便被广泛应用于政治学和管理学领域,地方治理理论的兴起成为一种国际性现象。20世纪90年代以后,地方政府在社会发展过程中.的地位越来越高,地方政府主导着区域发展的前进方向。伴随着这一趋势,地方政府的治理问题逐渐走入人们的视野,地方政府治理日趋走向成熟。改革开放的三十多年来,我国的经济实力、人民生活水平都得到了很大的提高,但是地方政府在发展过程中也产生了与社会发展不同步的问题,产生了很多的社会矛盾,阻碍了区域的进一步发展,损害了国家大局。因此,转变政府职能、寻求适应社会发展的治理模式是当前地方政府治理的主要任务。引言部分就文章的选题背景、意义,相关的理论内涵、特征进行了剖析。在阐述了我国地方政府治理现状的条件下,并就产生这些问题的原因进行了分析。在借鉴欧美国家地方政府治理经验的基础上,聚焦我国地方政府治理的发展实际,揭示了我国地方政府从“管理缺位”走向“管理归位”和“管理到位”的基本轨迹,结合治理理论,对走向“管理到位”提出了一些对策性建议。本文划分为五个部分：引言、地方政府治理存在的现状、原因分析、可资借鉴的国外治理经验及发展对策研究。
[Abstract]:In the 1970s, the new public management theory began to rise in the "Anglo-Saxon" countries, which not only paid attention to the governance reform in the government level, but also paid more attention to the governance of the local government. This is mainly due to the fact that in the process of social development, traditional management methods and concepts have been unable to meet the needs of social development, and people are increasingly calling for management reform. In 1989, the World Bank began to use the term "governance crisis". Different from the traditional "management", "governance" has been widely used in the field of political science and management. The rise of local governance theory has become an international phenomenon since the 1990s, the local government in the process of social development. The local government is leading the direction of regional development. With this trend, the local government governance issues gradually into people's vision, local government governance is gradually maturing. During the more than 30 years of reform and opening up, China's economic strength and people's living standards have all been greatly improved, but local governments have also produced problems that are out of step with social development in the course of development, which has resulted in many social contradictions. Hindered the further development of the region, to the detriment of the overall situation of the country. Therefore, it is the main task of local government to change the government function and to seek the governance mode that adapts to the social development. The introduction analyzes the background, significance, relevant theoretical connotation and characteristics of the article. This paper expounds the present situation of local government governance in China, and analyzes the causes of these problems. On the basis of drawing lessons from the experience of local government in Europe and America, focusing on the development of local government in our country, this paper reveals the basic track of local government in our country from "lacking in management" to "returning to the position of management" and "management in place". Combined with the theory of governance, the author puts forward some suggestions on the direction of "management in place". This paper is divided into five parts: introduction, the present situation of local government governance, the analysis of reasons, the study of foreign governance experience and development countermeasures.
