工部局与近代上海电力照明产业研究，1882-1929年

【摘要】：19世纪80年代至20世纪30年代的半个世纪,是世界电力应用体系形成的年代,也是基本与英美同步的近代上海电力照明产业从兴起到规模化道路的年代。本文具体考察了这一时期内,经营该产业的电力企业在设备、技术、投资、管理、营收等方面的状况,以及电力照明系统发电、输电、配电规模与照明网络覆盖的范围来反映产业营运与成长的基本面貌。 论文的主要观点突出了公共租界的市政管理机构——工部局在近代上海电力照明产业兴起与演进中所起的主导作用。它不仅成为产业在近代上海“起步最早”、“规模最大”的决定性力量,也成为产业在近代上海兴起“彼先吾后”,规模“彼兴吾薄”格局的主要原因,推动了上海及周边地区电气事业的发展。因此,论文各章将围绕这一基本论点,突出工部局在产业兴起与演进过程中所起主导作用的表现与地位(“裁判员”、“执法员”、“经营者”、“管理者”、“示范者”)展开具体地论述与论证。 全文共分六章,除了第一章绪论外,从第二章起,主要论述了近代上海城市电力照明产业从技术引进、“上电”承建直至走上公营道路过程中工部局发挥主导作用的表现、原因及其影响,并以此说明产业在兴起与发展初期所遇到的助力与困境所在,展现近代上海电力照明产业起步的基本面貌和特点。 第三章与第四章主要论述了工部局作为公共租界电气事业的“经营者”,在36年时间中全面推动产业规模化道路的历程。其中,第三章围绕工部局公营电气事业的建立,以及斐伦路主电厂时期,产业在设备、技术、发电、输电、用电规模,与公、私电力照明网络的覆盖范围等方面的状况,反映这一时期电力照明产业作为工部局电气处售电的主要领域,照明用电逐年增加,产业规模逐年成长的趋势；第四章则主要论述了工部局电气处在江边主电厂时期,产业伴随工部局电气处电力工业产业的快速发展,最终走上规模化道路的进程与营运、成长的特点。 第五章主要论述了工部局自营公共租界电气事业的管理体制及其所表现出的代表“侨民利益”、“企业利益”、“殖民利益”的身份与地位。该章以工部局电气处改制问题为中心,探讨电气处作为殖民主义在上海设立租界所建立的公共管理机构——工部局的下属部门,要求独立的原因、改制独立问题上所遇到的阻碍等问题的本身,兼顾分析工部局电气处电力照明产业的经营方针、财务与工程状况,反映产业在管理体制上的特点,及其经营与管理公共租界电气事业的动机与效果问题。 第六章以工部局兴办公共租界电力照明产业对华界所起到的示范作用为研究视角,阐述华界“沪南”、“闸北”两区悬灯办电的历史进程,并且比较华洋两界办电的特点,从而进一步揭示主政者所持的不同态度与管理方法对产业发展所产生的不同影响,进一步阐明政府主导下产业兴起与演进的特点。 最后是本文的结论。文本以近代上海电力照明产业为个案,从产业的兴起与演进的特点反映上海城市现代化进程。近代上海电力照明产业的兴起与演进是清末民初上海城市现代化进程的一环,反映了上海开埠后工部局按照英美国家的市政建设与市政管理方法、英美国家的产业经营与管理理念和模式治理公共租界,以及租界带动华界的现代化演进趋势。
[Abstract]:In the half - century of the 1980s and 1930s , it is the era of the formation of the world ' s power application system . It is also a modern Shanghai power lighting industry which has been synchronized with the British and the United States from the rise to the large - scale road . In this paper , the status of the power enterprises operating in the industry in the fields of equipment , technology , investment , management , revenue collection and so on are discussed in detail . The basic appearance of the industrial operation and growth is reflected in the scope of power generation , power transmission , distribution scale and the coverage of the lighting network .

The main points of this paper highlight the leading role of the municipal administration in the public rental industry in the rise and evolution of the modern Shanghai power lighting industry . It not only becomes the decisive force of the industry in the modern Shanghai " starting the first " and " the largest scale " , but also becomes the main reason for the development of the electrical cause in Shanghai and the surrounding area . Therefore , the chapters of the paper will surround this basic point , and the prominent industry will focus on the performance and status of the leading role in the process of industrial rise and evolution ( " the referee " , " law enforcement officer " , " operator " , " manager " and " model " ) .

In the second chapter , from the second chapter , the paper mainly discusses the performance , reason and influence of the industry ' s leading role in the process of the public - run road from the second chapter . It also shows the power and the predicament of the industry in the early stage of the rise and development , and the basic features and features of the development of the modern Shanghai power lighting industry .

The third chapter and chapter four mainly discuss the development of the industrial scale road in 36 years . The third chapter focuses on the establishment of the public electrical cause in the industry , and the situation of the industry in the area of equipment , technology , power generation , power transmission , electricity consumption and the coverage of public and private power lighting networks .

The fifth chapter mainly discusses the management system of the electrical cause of self - employed public rental and the status and status of " expatriate benefits " , " enterprise benefit " and " colonial benefit " .

In the sixth chapter , the paper expounds the historical process of the electric power lighting industry of the public rental industry in China , and expounds the historical process of the electric power of the two regions of HuNan and the north of China , and compares the characteristics of the electric power of the two communities in China , so as to further reveal the different influences of different attitudes and management methods on the development of the industry , and further clarify the characteristics of the rise and evolution of the industry under the leadership of the government .

The last is the conclusion of this paper . The text takes the modern Shanghai power lighting industry as a case , reflects the Shanghai city modernization process from the characteristics of the rise and evolution of the industry . The rise and evolution of the modern Shanghai power lighting industry is a ring of the Shanghai city modernization process in the late Qing Dynasty .
