中国公务用车管理存在的问题及对策

【摘要】:长期以来,中国公务用车管理模式以计划经济体制的供给制为基础,随着社会主义市场经济发展的日趋成熟,传统公务用车管理模式的弊端逐渐凸显:数量庞大、支出过高、效率偏低、监督乏力,进而成为滋生腐败的温床,被社会公众形象地称之为“车轮腐败”、“轿子腐败”,这反映了社会公众对公务用车管理现状的普遍不满。因此,公务用车改革势在必行.自1993年起,中国开始推行公务用车改革,力图通过多方尝试,探索出一条符合中国实际的改革模式。但经过20余年的改革,始终没有突破性的进展。各地在改革过程中,由于改革方案存在缺陷、具体细则有失公允、既得利益者阻碍等原因,诸多改革不但没有达到应有的效果,甚至陷入越改越乱的尴尬局面。 本文借助新公共管理理论,系统分析了中国公务用车管理的现状。首先,本文以公务用车的本质属性为基础,从管理主体、资金来源和使用范围三方面明确了公务用车的内涵和外延。其次,本文介绍了当前中国公务用车管理制度,总结了当前公务用车管理中存在的问题,并从体制机制、社会因素和历史因素等方面进行了分析。再者,本文介绍了国外公务用车管理的先进经验,对比了当前几种管理模式的优缺点,为公务用车改革提供了一定参考。最后,本文根据理论研究和实际情况,提出了中国公务用车管理改革的基本原则,并提出了改革的具体措施。
[Abstract]:For a long time, the management mode of official vehicles in China is based on the supply system of planned economy system. With the development of socialist market economy, the disadvantages of the traditional management mode of official vehicles have gradually become obvious: the quantity is huge, the expenditure is too high. Efficiency is on the low side, supervision is weak, and then become the breeding ground of corruption, which is referred to as "wheel corruption" and "sedan chair corruption" by the public, which reflects the general dissatisfaction of the public with the management of official vehicles. Therefore, the reform of official vehicles is imperative. Since 1993, China has begun to carry out the reform of official vehicles, trying to find out a reform model that accords with China's reality through various attempts. However, after more than 20 years of reform, there has been no breakthrough progress. In the process of reform, due to the defects in the reform plan, the unfair specific rules, the obstruction of vested interests and other reasons, many reforms have not achieved the desired results. With the help of the new public management theory, this paper systematically analyzes the current situation of the management of official vehicles in China. Firstly, based on the essential attributes of official vehicles, this paper clarifies the connotation and extension of official vehicles from three aspects: the main body of management, the source of funds and the scope of use. Secondly, this paper introduces the current management system of official vehicles in China, summarizes the existing problems in the management of official vehicles, and analyzes the system mechanism, social factors and historical factors. Furthermore, this paper introduces the advanced experiences of foreign countries in the management of official vehicles, compares the advantages and disadvantages of several current management modes, and provides a certain reference for the reform of official vehicles. Finally, according to the theoretical research and the actual situation, this paper puts forward the basic principles of the management reform of official vehicles in China, and puts forward the concrete measures of the reform.
