我国民族地区政府绩效评估存在的主要问题及对策研究

【摘要】:政府绩效评估作为评价和改进政府绩效的重要工具是现代公共管理研究的一个前沿课题,是当代行政管理模式转变的重要标志,也是近几十年来世界上许多国家政府再造运动的核心内容。20世纪70年代以来,伴随着风起云涌的“新公共管理运动”,英国、美国、澳大利亚、新西兰、韩国等相继掀起了以“在政府中引入市场机制”、“创造服务型、高绩效政府”、“以公众和结果为导向”、“以政府绩效评估为核心”的政府管理创新浪潮。在这场运动中,如何提高政府绩效以回应公民、市场和社会的需要成了一个重要方面,政府绩效评估受到了极大的重视和推广。西方发达国家的实践充分说明,绩效评估是加强政府管理、提高政府绩效的有效手段。如今,政府绩效评估业已成为全球范围内的重要课题,各国都把提升政府绩效评估作为政府管理改革的重要内容。 相对于国外,我国的政府绩效评估起步较晚,且大都属于本土化探索。当今,世情、国情、党情已发生深刻变化,特别是随着改革开放的继续推进和社会主义市场经济的发展,我国已处于社会转型期和矛盾凸显期,公众对公共服务的需求与日俱增,要求越来越高。我国是一个多民族国家,民族区域自治是我国的一项基本政治制度。目前,我国已建立5个自治区、30个自治州、120个自治县(旗)。55个少数民族中,有44个民族实行了民族区域自治,实行区域自治的少数民族人口占少数民族总人口的71%,民族自治地方面积占全国总面积的64%。民族地区经济社会的发展关系到我国现代化建设全局和各民族共同富裕目标的实现。民族区域自治地方各级政府担负着发展民族地区经济和各项社会事业、提高人民生活水平、增进民族团结、促进社会公平正义、保护生态环境等多项重任,其执政能力的强弱,事关全局。因此,开展民族地区政府绩效评估意义重大:它有助于促进民族地区政府职能转化,提高政府绩效和公共服务能力;有助于规范民族地区政府行为,推进依法行政进程;有助于转变民族地区政府工作作风,提高政府形象等。本文从国内外政府绩效评估的实践、基本理论和发展趋势出发,结合我国民族地区实际和2011年暑假赴吉林省进行政府绩效评估的调研学习,分析目前我国民族地区政府绩效评估存在的不足,重点探讨了民族地区政府绩效评估的价值取向、评估主体、指标体系、评估的程序和方法、评估结果运用、评估的法律完善等方面的内容,以期对民族地区政府绩效评估理论研究做出一点贡献。
[Abstract]:As an important tool to evaluate and improve government performance, government performance evaluation is a frontier subject of modern public management research, and an important symbol of the transformation of contemporary administrative management mode. It is also the core content of the government reengineering movement in many countries in the world in recent decades. Since the 1970s, it has been accompanied by the "New Public Management Movement" which is surging, Britain, the United States, Australia, New Zealand, the United Kingdom, the United States, Australia, New Zealand, Korea has set off a wave of government management innovation with "introducing market mechanism into the government", "creating service-oriented, high-performance government", "taking the public and the result as the guide" and "taking the government performance evaluation as the core". In this movement, how to improve government performance to respond to the needs of citizens, markets and society has become an important aspect, and government performance evaluation has received great attention and promotion. The practice of western developed countries fully shows that performance evaluation is an effective means to strengthen government management and improve government performance. Nowadays, the government performance evaluation has become an important topic in the world. Countries all regard the promotion of government performance evaluation as an important content of the government management reform. Compared with foreign countries, the government performance evaluation of our country started relatively late. And most of them belong to localization exploration. Nowadays, profound changes have taken place in the conditions of the world, the national conditions and the Party, especially with the continued promotion of reform and opening up and the development of the socialist market economy, our country has been in a period of social transformation and prominent contradictions. Public demand for public services is growing and demanding. Our country is a multi-national country, national regional autonomy is a basic political system of our country. At present, China has established 5 autonomous regions, 30 autonomous prefectures and 120 autonomous counties (out of 55 ethnic minorities), 44 of which have exercised regional national autonomy. The ethnic minority population of regional autonomy accounts for 71% of the total ethnic minority population, and the area of ethnic autonomous areas accounts for 64% of the total area of the whole country. The development of economy and society in ethnic areas is related to the overall situation of modernization construction and the realization of the goal of common prosperity of all ethnic groups. The governments at all levels in the autonomous areas of ethnic regions are shouldering many important tasks, such as developing the economy and various social undertakings, improving the living standards of the people, promoting national unity, promoting social fairness and justice, protecting the ecological environment, and so on. The whole situation is at stake. Therefore, it is of great significance to carry out government performance evaluation in minority areas: it can help to promote the transformation of government functions, improve government performance and public service capacity, standardize government behavior and promote the process of administration according to law. It is helpful to change the style of government work and improve the image of government in minority areas. Based on the practice, basic theory and development trend of the government performance evaluation at home and abroad, this paper studies the government performance evaluation in Jilin Province in the light of the actual situation in the minority areas of China and the summer vacation of 2011. This paper analyzes the shortcomings of the government performance evaluation in ethnic minority areas at present, and probes into the value orientation, the main body, the index system, the procedure and method of the evaluation, and the application of the evaluation results. In order to make a little contribution to the theoretical study of government performance evaluation in minority areas, the legal perfection of evaluation is expected.
