红色旅游公共管理研究

【摘要】:随着红色旅游日益升温、红色旅游管理内容逐渐增多,红色旅游管理的难度也逐渐增大。尤其是在旅游业逐渐从行政管理过渡到公共管理的发展趋势下,如何实施红色旅游公共管理,逐渐成为众多学者关注的焦点。本文从公共管理的角度,尝试构建红色旅游公共管理模式,目的在于为红色旅游的发展与管理提供参考建议。 文章在前人研究的基础上,归纳分析了我国红色旅游公共管理存在的主要问题,即:红色旅游公共管理体制尚待完善、红色旅游公共产品和服务供给不足、红色旅游资源保护力度有待加强、红色旅游公共营销效果欠佳、红色旅游诚信危机初现端倪等。同时,依据新公共管理理论、利益相关者理论和可持续发展原则等,结合红色旅游的特征,从管理主体、管理客体、管理方式、管理目的四个层面,尝试性地构建红色旅游公共管理的GAMCE模式,该模式以政府、旅游企业、旅游行业协会、新闻媒体以及社区居民为管理主体,以红色旅游公共管理体制的完善、红色旅游公共设施和服务的提供、红色旅游资源的保护与开发、红色旅游公共营销、红色旅游服务质量与标准管理为管理客体,通过政府的管制和服务、企业的经营和创新、旅游行业协会的参谋和协调、新闻媒体的宣传和监督、社区居民的参与和维护等,最终实现红色旅游的政治效益、文化效益、经济效益、社会效益和环境效益。并结合SPSS软件,以井冈山为例,进行GAMCE模式的应用研究。
[Abstract]:With the increasing temperature of red tourism, the content of red tourism management is increasing, and the difficulty of red tourism management is gradually increasing. Especially in the tourism industry gradually transition from administration to public management development trend, how to implement red tourism public management, gradually become the focus of attention of many scholars. From the perspective of public management, this paper attempts to construct a red tourism public management model, with the aim of providing reference suggestions for the development and management of red tourism. On the basis of previous studies, this paper summarizes and analyzes the main problems existing in red tourism public management in China, that is, the red tourism public management system is still to be perfected, and the red tourism public products and services are insufficient. The protection of red tourism resources needs to be strengthened, the public marketing effect of red tourism is not good, and the credit crisis of red tourism appears. At the same time, according to the new public management theory, stakeholder theory and sustainable development principles, combined with the characteristics of red tourism, from the management of the main body, management object, management methods, management objectives, four levels, This paper tries to construct the gamce model of red tourism public management, which takes the government, tourism enterprises, tourism industry associations, news media and community residents as the main management body, and the perfection of the red tourism public management system. The provision of red tourism public facilities and services, the protection and development of red tourism resources, the public marketing of red tourism, the quality and standard management of red tourism services as the management objects, the management and innovation of enterprises through government regulation and service, The consultation and coordination of the tourism industry association, the propaganda and supervision of the news media, the participation and maintenance of the community residents, and so on, will ultimately realize the political, cultural, economic, social and environmental benefits of red tourism. Combined with SPSS software, taking Jinggangshan as an example, the application of gamce model is studied.
