阳江市社会组织发展中的政府责任研究

【摘要】:当前,中国社会正处于转型升级时期。在这关键时期,政府对社会管理的举措直接影响着经济发展的进程。众多的研究表明,社会组织是社会转型升级时期社会促动政府积极转型、社会健康发展的一个很重要因素。当前,政府的职能调整以及服务型的政府构建的需求政府主导与社会组织构建一种良性合作互助的关系,政府与社会组织合作的关系更重要体现在政府转移社会管理职能承接的主体是社会组织。社会组织在发展的初级阶段,需要政府的引导培育和扶持,,才能更好地强化社会组织本身的功能,这里就凸显出了政府对社会组织发展存在一种责任关系。论文研究将视野定位在社会组织发展正处于初级阶段的广东省粤西片欠发达城市阳江市,主要通过研究阳江各级政府在社会组织的发展中的相关责任,并为地方政府在培育发展社会组织工作中提供参考。论文研究为正确理解阳江社会组织发展的基本情况,处理好政府与社会组织的关系,明确社会组织的功能作用以及定位社会组织发展中的政府责任提供了一定的参考依据。 论文通过分析阳江市社会组织发展的现状及存在问题,认为阳江市社会组织发展中存在社会组织专业人才缺乏、缺乏资金保障、组织自身功能不强、制度不健全、行政色彩浓、社会认同感不高等问题,从社会组织内部和外部分析了问题存在的主要原因。在充分借鉴国内外的相关经验的基础上,应用可持续发展理论、公共政策学、公共管理学、经济学、社会学等知识理论,从公共管理、公共政策、公共服务、文化建设等方面收入,论证了阳江市政府在推动社会组织建设的政府行为和相关责任,提出从制度建设、组织健全、人才培育、资金保障、职能转移等多方面扶持发展社会组织,为阳江市服务型政府的创建、和谐社会建设提供参考和借鉴。
[Abstract]:At present, Chinese society is in the period of transformation and upgrading. In this critical period, the government's social management measures directly affect the process of economic development. Many studies show that social organization is a very important factor to promote the positive transformation of government and the healthy development of society in the period of social transformation and upgrading. At present, the function adjustment of the government and the demand of the service-oriented government construct the relationship between the government leading and the social organization constructing a kind of benign cooperation and mutual aid. The relationship between government and social organization is more important because the main body of government transferring social management function is social organization. In the primary stage of development, social organizations need the guidance and support of the government in order to better strengthen the function of social organizations, which highlights the existence of a responsibility relationship between the government and the development of social organizations. This paper focuses on Yangjiang City, an underdeveloped city in Guangdong Province where the development of social organizations is in its infancy, mainly through the study of the responsibility of the governments at all levels in the development of social organizations. And for the local government in the cultivation and development of social organizations to provide reference. This paper provides a certain reference basis for correctly understanding the basic situation of the development of Yangjiang social organization, dealing with the relationship between the government and the social organization, clarifying the function of the social organization and positioning the government responsibility in the development of the social organization. By analyzing the present situation and existing problems of the development of social organization in Yangjiang, the author thinks that there are lack of professional talents of social organization, lack of fund guarantee, weak function of organization, imperfect system and strong administrative color in the development of social organization in Yangjiang. The problems of low social identity are analyzed from the internal and external aspects of social organizations. Based on the relevant experience at home and abroad, applying the theory of sustainable development, public policy, public management, economics, sociology and other knowledge theories, from the public management, public policy, public service, In terms of income from cultural construction and other aspects, this paper demonstrates the government behavior and related responsibilities of the Yangjiang government in promoting the construction of social organizations, and puts forward the following points: system construction, organization improvement, talent training, capital guarantee, The transfer of functions and other aspects to support the development of social organizations, for the establishment of a service-oriented government in Yangjiang, the construction of a harmonious society to provide reference and reference.
