新公共管理视野下我国政府公务用车货币化改革研究

【摘要】:为了保障正常开展公务活动、提高人员办事效率,公务用车制度在计划经济时代就诞生了。但是,随着社会经济的发展,现行的公务用车制度导致了资源浪费、公车私用和公车腐败等诸多方面的问题。这些问题不仅极大地增加了资源的消耗,给国家和地方的财政带来非常沉重的负担,还助长了公务人员的特权意识、滋生了大量的腐败行为,严重损害了党和政府在群众中的形象,引起广大群众的强烈不满,与当前政府所倡导的降低行政成本、提高行政效率和建设和谐社会的主旨产生了严重的冲突。在这种背景下,从上世纪九十年代开始,一些地区进行了多种改革尝试,这些改革虽取得了一定的成效,但却常常是走走停停、时断时续,并没有触及根本问题,时至今日改革的困境不仅没能有效破解,反而是问题越来越严重,孳生出了更多的问题。在众多的改革模式中,社会和公众最关注的当属货币化改革模式,货币化改革虽然是未来改革的主要方向,也是国际社会较为普遍的公车管理模式,但是在实际的改革过程中,仍然存在很多的问题。学界对于公车改也进行了很多的探索,但大多数是探讨当前公务用车的现状,提出公务用车改革的必要性和迫切性,而对于当前公务用车改革中所遭遇的困境以及今后改革的方向与对策却研究不够,,特别是针对最有可能成为今后改革主要模式的货币化改革中存在的问题关注较少,仍有继续深入研究的必要,鉴于此,本文以“新公共管理视野下我国政府公务用车货币化改革研究”为论题展开探讨。 本文紧紧围绕公务用车改革这一论题,从以下几个部分展开论述:第一部分是绪论和相关的理论介绍,主要是对研究中将要涉及到的理论价值、现实价值、学术价值、研究方法、研究思路、在研究中使用的理论基础、国内外的经验以及本文的创新和不足等相关内容做介绍,为后续的章节写作做好准备工作;第二部分包括第二章和第三章,通过假设公务用车改革中存在公车补贴福利化、补贴标准等级化、公众参与边缘化以及公车配置超标化等问题,运用相关理论和方法、数据和事例来验证这些问题是否真实存在,对所存在的问题进行分析,找出深层次的原因,为下一部分提出相应的对策做好铺垫;第三部分针对公务用车改革中现存的问题,相应地提出了加强制度和行政人员素质建设、完善监督制度以及引入公民参与的对策,从而达到解决问题的目的。
[Abstract]:In order to ensure the normal development of official activities and improve the efficiency of personnel, the system of official vehicles was born in the planned economy era. However, with the development of social economy, the current system of official vehicles has caused many problems such as waste of resources, private use of buses and corruption of buses. These problems not only greatly increase the consumption of resources, impose a very heavy burden on national and local finances, but also foster the sense of privilege of public servants and breed a great deal of corruption, It has seriously damaged the image of the Party and the government among the masses, aroused the strong dissatisfaction of the masses, and has produced serious conflicts with the purport of reducing the administrative cost, improving the administrative efficiency and building a harmonious society advocated by the current government. Against this background, since the 1990s, some regions have made a variety of attempts to reform. Although these reforms have achieved certain results, they often go on and on, stop and stop, and do not touch upon the fundamental problems. So far, the dilemma of reform has not been solved effectively, but has become more and more serious. Among the many reform models, the most concerned by the society and the public is the monetization reform model. Although the monetization reform is the main direction of the future reform, it is also the common bus management mode in the international community, but in the actual reform process, There are still many problems. Academic circles have also made a lot of explorations on the reform of official vehicles, but most of them have discussed the current situation of official vehicles, and put forward the necessity and urgency of the reform of official vehicles. However, there is not enough research on the difficulties encountered in the current reform of official vehicles and the direction and countermeasures of the future reform, especially on the problems existing in the reform of monetization, which is most likely to become the main mode of reform in the future. There is still a need for further research. In view of this, this paper discusses the topic of "the monetization reform of government official vehicles under the new public management". This paper focuses on the topic of the reform of official vehicles and discusses the following parts: the first part is the introduction and related theoretical introduction, mainly to the theoretical value, practical value, academic value, which will be involved in the research. Research methods, research ideas, the theoretical basis used in the study, experience at home and abroad as well as the innovations and deficiencies of this paper are introduced to prepare for the subsequent chapters; the second part includes the second and third chapters. Based on the assumption that there exist some problems in the reform of official vehicles, such as the welfare of bus subsidies, the classification of subsidy standards, the marginalization of public participation and the over-standard allocation of public vehicles, the relevant theories and methods are used. Data and examples to verify whether these problems really exist, to analyze the existing problems, find out the deep-seated reasons, for the next part of the corresponding countermeasures to do a good job; the third part of the existing problems in the reform of official vehicles, Accordingly, the author puts forward the countermeasures of strengthening the quality construction of system and administrative personnel, perfecting the supervision system and introducing citizen participation, so as to achieve the purpose of solving the problem.
