吴川市社会力量参与公共文化建设的研究

【摘要】：随着城镇化的推进和物质生活水平的提高,人民群众对精神文明、文化艺术的需求日益提高,层次也日益丰富,而我国公共文化建设水平和民众不断增长的多样化精神文化需求不相协调。当前,我国城乡之间的公共文化服务水平差距较大、一部分公共文化基础设施滞后、公共文化建设的长效机制形成缓慢、公共文化建设总量不足、质量偏低等问题逐渐呈现出来。基于这一现状,我国公共文化服务体系势必要不断地健全,公共文化服务方式要不断改进,公共文化服务途径要不断丰富。由于各级政府的资源与能力有限,公益性文化机构的服务能力又无法进一步拓展,这就要求政府切实转变职能,实现由“办”文化向“管”文化转变,由管理直属单位向社会管理转变,积极引进社会力量参与公共文化建设,通过政府与社会“两条腿”走路的方式切实解决公共文化产品供需矛盾,更好地保障人民群众的基本文化权益。在全国范围内的社会力量参与公共文化建设的实践中,吴川市早于2000年提出的“回归工程”模式至今仍具有创新和现实意义。近年来,通过系统实施“回归工程”,吴川市逐渐形成了“政府主导,部门协作,社会参与”的公共文化建设模式,吴川市社会力量在公共文化服务体系中的“角色”日益明晰,参与的热情日益高涨,参与的成果也日益显著。本文综合运用文献研究法、定性分析法、比较研究法和问卷调查的方法,结合公共产品理论、福利多元主义及多中心治理等相关理论,以吴川市引入社会力量参与公共文化建设的现状为实例,阐述社会力量参与公共文化建设过程中政府应该承担的引导、扶持与监管职责,以此对我国公共文化服务体系建设的发展和完善提供借鉴。
[Abstract]:With the advancement of urbanization and the improvement of material living standards, the people's demand for spiritual civilization, culture and art is increasing and the levels are increasingly rich. However, the level of public cultural construction in China is not in harmony with the increasing diversity of spiritual and cultural needs of the people. At present, there is a large gap between urban and rural areas in the level of public cultural services, some of the infrastructure of public culture lags behind, the long-term mechanism of public cultural construction is slow to form, and the total amount of public cultural construction is insufficient. Problems such as low quality gradually emerged. Based on this situation, our country's public cultural service system must be constantly perfect, the public cultural service way should be improved, and the public cultural service way should be enriched. Due to the limited resources and capacity of governments at all levels, the service capacity of public welfare cultural institutions cannot be further expanded, which requires the government to transform its functions and realize the transformation from "managing" culture to "managing" culture. From the units directly under the management to the social management, to actively introduce social forces to participate in the construction of public culture, and to effectively resolve the contradiction between the supply and demand of public cultural products by the way that the government and the society walk on "two legs". We will better protect the basic cultural rights and interests of the people. In the practice of social forces participating in the construction of public culture in the whole country, the "return project" model put forward by Wuchuan City as early as 2000 is still innovative and of practical significance. In recent years, through the systematic implementation of the "return Project", Wuchuan City has gradually formed a public cultural construction model of "government leading, departmental cooperation and social participation". The role of social forces in the public cultural service system in Wuchuan is becoming more and more clear, the enthusiasm for participation is increasing, and the results of participation are becoming more and more remarkable. This article synthetically uses the literature research method, the qualitative analysis method, the comparison research method and the questionnaire survey method, unifies the public product theory, the welfare pluralism and the multi-center governance and so on related theories, Taking the current situation of introducing social forces to participate in the construction of public culture in Wuchuan as an example, this paper expounds the government's responsibility to guide, support and supervise social forces in the process of participating in the construction of public culture. In order to our country public culture service system construction development and the consummation provides the reference.
