城乡一体化现代农业的生态理念和模式探究

【摘要】：现代农业发展是有关农民、农业、农村的综合性问题,它与新型城镇化的同步,其实质就是实现农村劳动生产力向非农产业的战略转移,它不是一个独立性的问题,而是一个自然关系、人际关系、社会关系、精神关系、产业关系的大生态的问题。只有建立起公共管理、教育公平、产业化等的生态机制和模式,才能有效促进农民向非农产业的良性转移。将来由高素质的职业化的农民承担农业生产,由综合性强的涉农龙头企业,并联合家庭承包散户,进行产业化、集约化规模经营,才有可能改变农业长期经济效益低,综合效益差的弱态,才能补足"四化两型"建设中的短板,有效推进新型城镇化永续健康发展。
[Abstract]:The development of modern agriculture is a comprehensive problem concerning farmers, agriculture and rural areas. It is synchronized with the new type of urbanization. Its essence is to realize the strategic transfer of rural labor productivity to non-agricultural industries, which is not an independent issue. It is a big ecological problem of natural, interpersonal, social, spiritual and industrial relationships. Only by establishing the ecological mechanism and model of public management, education fairness and industrialization, can we effectively promote the benign transfer of farmers to non-agricultural industries. In the future, it is possible to change the long-term economic benefits of agriculture by undertaking agricultural production by highly qualified and professional farmers, by leading agricultural enterprises with strong comprehensiveness, and by combining individual household contractors to carry out industrialization and intensive scale operations. The weak state of poor comprehensive benefit can complement the short board in the construction of "four modernizations and two types" and effectively promote the sustainable and healthy development of new type urbanization.
