【摘要】：正大家下午好!非常感谢给我机会来参加这个公共管理高峰论坛。非常高兴我们能够对存在的问题有共同的解决方式。改革就像是我们的灵魂一样,而改革一开始就离不开这样的论坛。下面给大家讲一下经合组织国家的改革现状。如果大家看一下改革的历程,就会发现公共服务和公共服务的质量其实是非常重要的。尤其是在经济和财政危机的当下,保持一个良好的公共服务水平是非常重要的。另外一个问题就是要提高政策的有效性。因为政策的有效性和制度是否发挥作用是直接相关的。第三个就是公开性和透明度。就是说要防止腐败的发生,要求公民机构和非政府机构
