民族关系中公共事务管理的内涵解析

【摘要】：民族关系是多民族国家重要的公共社会关系,民族关系中公共事务的社会管理正逐步成为公共管理的一种新职能。准确理解和全面把握民族关系中公共事务管理的内涵,是创新民族关系中公共事务管理的基础和前提。"民族关系"和"公共事务管理"是民族关系中公共事务管理内涵理解的两个重要维度,管理理念、管理实践、管理机制和管理手段构成民族关系中公共事务管理的结构框架。本文还探讨了民族关系中公共事务管理的主要内容。同时,由于民族概念含义的层次性以及由其所决定的民族关系的层次性,深刻认识民族关系中公共事务管理的概念还必须要注意其在当代中国的特殊性。
[Abstract]:Ethnic relations are important public social relations in multi-ethnic countries, and the social management of public affairs in ethnic relations is gradually becoming a new function of public management. To understand and grasp the connotation of public affairs management in ethnic relations accurately is the foundation and premise of innovating the management of public affairs in national relations. " Ethnic relations "and" public affairs management "are two important dimensions of understanding the connotation of public affairs management in ethnic relations. Management idea, management practice, management mechanism and management means constitute the structural framework of public affairs management in ethnic relations. This paper also discusses the main contents of public affairs management in ethnic relations. At the same time, because of the hierarchy of the meaning of the national concept and the hierarchy of the ethnic relations determined by it, it is necessary to pay attention to the particularity of the concept of public affairs management in the national relations.
