公私合作视角下社会保险经办管理服务供给模式研究

【摘要】:随着我国社会保险事业的改革与发展,人民对社会保险服务的需求与目俱增,尤其是近年来,保障和改善民生被摆到了政府工作更加重要的位置,这对社会保险经办机构的服务能力提出了更高的要求,关于社会保险经办机构能力建设的研究也成为一个热点议题。与此同时,受发达国家新公共管理运动的影响,建设精简高效的服务型政府成为我国行政体制改革的目标。在这样的背景下,要解决我国社会保险经办机构服务能力不足的问题,一方面需“强身健体”,加强社会保险经办机构自身能力建设;另一方面,可以从机制创新着手,探索更有效的服务供给方式。本文正是基于第二种解决思路,探讨了公私合作模式在我国社会保险经办管理服务领域的应用,试图为社会保险经办管理服务公私合作供给模式的建构提供理论支持。 本文最终希望解决这样一个问题:如何将公私合作模式成功应用于我国社会保险经办管理服务领域。论文主要包含四个部分,分别从“是否需要引入”、“能否引入”、“如何成功引入”以及“应用试点案例”四个方面对社会保险经办管理服务领域引入公私合作模式进行了论述。 第一部分对我国社会保险经办管理服务领域“是否需要引入公私合作模式”进行了研究,主要是从两个方面讨论:其一,在理论方面,新公共管理改革提出建设服务型政府,要求转变政府职能和角色;其二,在实践方面,阐述了我国社会保险经办机构发展现状和服务能力不足的表现,如经办人员工作负荷过重、运行效率低下、信息系统不兼容和经费支持不足等。通过分析,笔者认为社会保险经办管理服务领域需要引入公私合作模式。 第二部分针对社会保险经办管理服务领域“能否引入公私合作模式”的问题进行了研究。首先,阐述了公私合作模式的概念和基本特征,分析了公私合作模式的优势;其次,从制度、经济和环境三个角度分析了公私合作模式在社会保险经办管理服务领域应用的约束条件。 第三部分是着重探讨了“如何成功引入公私合作模式”的问题,是本文的核心部分。详细讨论了模式建构的原则和程序,建构原则包括保障参保者利益、平等竞争、相互信任、风险分担、激励与扶持五大原则,模式建构程序依次是:确定合作项目、遴选合作主体、选择合作方式、完善监管机制以及建立绩效评估机制,针对五大原则和五步建构程序都进行了详细的探讨,为实践操作给出了建议。 第四部分是案例研究,结合前面的理论分析,采用了问卷调查和访谈研究方法对新农保德阳试点进行了研究。第一,从理论层面设定了新农保德阳试点的绩效评估指标体系,分为服务满意度、模式运行效率和模式运营成本三项一级指标,并将各指标细化为可操作性的二、三级指标;第二,根据调查所得数据对德阳试点的满意度指标进行了评估;最后,揭露了德阳试点中存在的问题并给出了完善的对策建议。 公私合作模式早已在我国许多公共产品和服务的供给领域得到成熟地应用,但在社会保险经办管理服务领域却还处于试点阶段。无论是新农保德阳试点,还是新农合湛江试点,都还未形成能向全国推广的成功模式。虽然现实中还存在许多障碍因素,但理论层面的探讨是实践应用的先行者,因此,本文通过理论探讨和实践案例分析两方面努力,希望为我国社会保险经办管理服务领域引入公私合作模式提供一种支持和行动路径。
[Abstract]:With the reform and development of China's social insurance industry, the people's demand for social insurance services is increasing. Especially in recent years, protecting and improving people's livelihood has been placed in a more important position in government work, which puts forward higher requirements for the service ability of social insurance agencies, on the capacity-building of social insurance agencies. At the same time, under the influence of the new public management movement in developed countries, building a streamlined and efficient service-oriented government has become the goal of China's administrative system reform. On the other hand, we can explore more effective ways of service supply from the perspective of mechanism innovation. Based on the second solution, this paper discusses the application of public-private cooperation model in the field of social insurance management services in China, and tries to provide public-private cooperation for social insurance management services. The construction of patterns provides theoretical support.
This paper aims to solve such a problem: how to successfully apply the public-private partnership model to the management and service field of social insurance in China. The paper mainly contains four parts, which are "whether it is necessary to introduce", "whether it can be introduced", "how to successfully introduce" and "application pilot cases". The introduction of public-private partnership in the field of management and service is discussed.
The first part studies whether the public-private partnership model should be introduced into the management and service field of social insurance in China, mainly from two aspects: firstly, in theory, the new public management reform puts forward the construction of a service-oriented government, requesting the transformation of government functions and roles; secondly, in practice, it expounds the Chinese society. The status quo of social insurance agencies and the performance of inadequate service capacity, such as overburdened personnel, inefficient operation, incompatible information systems and insufficient financial support, etc.
The second part focuses on the issue of whether the public-private cooperation model can be introduced into the management of social insurance. Firstly, the paper expounds the concept and basic characteristics of the public-private cooperation model, and analyzes the advantages of the public-private cooperation model. Secondly, it analyzes the public-private cooperation model in social insurance from the perspective of system, economy and environment. Constraints in the application of management services.
The third part focuses on how to successfully introduce the public-private cooperation model, which is the core part of this paper. The principles and procedures of the model construction are discussed in detail. The principles of the model construction include five principles: safeguarding the interests of the insured, equal competition, mutual trust, risk sharing, incentive and support. The procedures of the model construction are as follows: determining the combination. As a project, the selection of cooperation subjects, the selection of cooperation methods, the improvement of supervision mechanism and the establishment of performance evaluation mechanism are discussed in detail. The five principles and five-step construction procedures are discussed in detail, and suggestions for practical operation are given.
The fourth part is a case study. Combining with the previous theoretical analysis, questionnaire survey and interview method are used to study the new rural insurance Deyang pilot project. Firstly, the performance evaluation index system of the new rural insurance Deyang pilot project is set up theoretically, which is divided into three first-class indicators: service satisfaction, mode operation efficiency and mode operation cost. Secondly, according to the survey data, the satisfaction index of the Deyang pilot project is evaluated. Finally, the problems existing in the Deyang pilot project are exposed and the countermeasures and suggestions are put forward.
The mode of public-private cooperation has already been used in many fields of public goods and services supply in China, but it is still in the pilot stage in the field of social insurance management and services. There are many obstacles, but the theoretical level is the pioneer of practical application. Therefore, this paper tries to provide a support and action path for introducing the public-private cooperation model into the social insurance management service field in China through theoretical discussion and practical case analysis.
